MINUTES July 6, 1989 4 BOARD of HEALTH <br /> Bob Fagan this afternoon he responded th-at if they request in writing D.E. ,E. ' <br /> opinion on this , it would undoubtedly come down to the fact that what the <br /> iendelson's are proposing would be considered industrial waste a.nd industrial <br /> waste necessitates a discharge permit from D.E.Q.E. <br /> Mr. Mendelson stated this is not a priority which would mean months be- <br /> fore a decision would be rendered. <br /> Mr. McQuaid informed Ms. Mendelson i f she receives. <br /> ecei es. app nova.l from D.E.Q.E. <br /> the Beard ofHealth would still be required to waive the special permit. <br /> Mr. Twomey questioned the Board as to why this use is not permitted when <br /> a sewerage plant is proposed net stere and commented the Board is limiting <br /> the access to an industrial area and shouldn't be this way if it is an indus- <br /> trial area. <br /> Mr. Gree i i sh informed Mr. Twomey that the zoning is pre-defined then -the <br /> re-charge area was def i n d and perh'aps in -the nears future a sewerage treat- <br /> ment plant may be installed. Mr. Greelish explained where the sewerage treat- <br /> ment would discharge would not be within the re-charge zone. <br /> Mr. Doherty informed Ms. Mendelson that engineers are researching possible <br /> areas.in which the treatmen plant may be constructed, however no specific areas <br /> have been designated. <br /> Ms. Mendelson stated to the Board that this is not a commercial laundry. <br /> Mr. Twomey questioned the Board as to why it was defined to hire, as a <br /> plumber, that laundering was not permitted. <br /> Mr. Costa responded that 'Mr, Twomey had ir'forted him that there was a <br /> possibility that Alan Industries may rent the building. <br /> Ms. Mendelson reiterated her earlier comments stating she is not a comm- <br /> ercial laundermat and will only be using this on a seasonal basis. <br /> Mr. Gree l i s h motioned to deny the appeal requested by Ms. Mendelson for <br /> laundering at lot 33 Industrial Drive, Mr, Doherty seconded, all agreed <br /> APPOINTMENT: John s 1 a v i n sky - Emergency repair plan,, re at River Road <br /> Engineers ,john Sl .vinsl y and David Sanicki , representing the firm of <br /> Cape & I s lands ' urvey i ng Company, were in attendance for this scheduled <br /> appointment. <br /> Mr. Sanicki informed the R Boas rd one owner own s f i�. e consecutive lots <br /> with two dwellings on them. M . Sanicki stated one well4services the two <br /> dwellings , there is, a cesspool to the. rear which has fai led. Mr. Sanicki <br /> explained that the 1001radius encompassess the entire f,i e lots which means <br /> variance will oe required and commented the areas. in which the system could <br /> be located are limited. Mr. Sanicki explained that the owner may purchase <br /> a small piece of property across the street, if purchased the wells -would be <br /> placed on that property. Mr. Sanicki stated adjusted water elevation was <br /> Mr. Costa recommended Mr. Sanicki place the well -to the rear of the <br /> lot, as that is the best possible location until such time as public water <br /> is rade available. <br />
