MINUTES - BOARD of HEALTH MEETING, JULY 139 1989 <br /> page 4. <br /> UNSCHEDULED APPOINTMENT - TOM FUDALA - SPECIAL PERMIT AUTHORITY <br /> As you know, Mr, Fudala stated, the Planning Board requires monitoring wells for <br /> 4 rondo and single family subdivisions, We are interested especially in monitoring wells <br /> around treatment plants. We want to require a permanent monitoring program of these <br /> wells and want thea located both up- and downstream of the treatment plant. Our re- <br /> quirements w <br /> e- <br /> quirement i 1 l be similar but more extensive than the requirements of DE E. <br /> Mr. Greelish questioned what the longterm provisions would be to continue this <br /> monitoring. <br /> Mr. Fuda l a handed over two water quality reports, one for Quashnet Wopds and one <br /> for Wate rs.edg . In condo prof s one method would be to establish an endowment, the <br /> other would be to establish a town donation fund account. The developpers objected <br /> to hair i ng to put so much money up front. They and the Planning Board agreed to <br /> establish as part of their capital reserve fund an amount of money earmarked for the <br /> monitoring program. Furthermore the Planning Board through its special permit autho- <br /> rity <br /> utho- <br /> rity is requiring that the licensed treatment plant operator be held liable for <br /> the performance of the monitoring program. The reason being that if he' s responsible <br /> he' ll charge the developper up front for this extra duty. <br /> He continued to state that after a lot of research and talking to 1r. Butler <br /> from BHED he has come up with more stringent water quality standards than the DEE <br /> requires. The authority of the Planning Board goes beyong that of the DEE in <br /> their Discharge Permit and that of the Board of Health in their permitting autho- <br /> rity. The Planning Board does not want to be told that DE E .appro ed my treatment <br /> o 1 ant so you must also. He stated that he does not trust DEE. todo' the complete <br /> ob. The mon ifor i n program will be in effect at infinitum. It calls for a monthly <br /> onioring program for a more extensive list of parameters to be tested for than <br /> that required in the DEE discharge permit; it' also calls for a d certain number of <br /> monitoring wells up and downstream of the- plant and some off site i n projected <br /> ted <br /> plume areas. The developper would be responsible for obtaining easements for off <br /> site ells. If not obtainable- for less than $100 the Board would allow relocation <br /> or drop the requ i rment of i that ' e i l <br /> r <br /> Mr. Costa questioned whether the Planning Board has all these powers, <br /> Mr. Find a l a stated yes, under the special permit authority, to protect the <br /> public health. The Planning Board feels that they do. These documents essentially <br /> call for the Board of Health to be a participant in this process. I did spe-ak to <br /> Mr. McQuaid to get copies of water quality standarxds.But this is "my little baby" <br /> that I ' ve been working on. It calls for copies of all these reports to be given to <br /> the BOH. In fact the BOH will have to sign off on these documents as well as the <br /> Planning Board and the local water resource tanager, who I happen to be. This is <br /> a standard monitoring program which will apply to all treatment plants, only <br /> section 12 changes from one to the other and that deals with the number and loc- <br /> ation <br /> oo- <br /> ation of the wells. The enforcement will be through the Planning Board and the <br /> Building Inspector' s office, <br /> Mr. Gree l i sh informed ed Mr , Fuda 1 a of his plans t generate a water quality <br /> map of the town. This will incorporate the water tests we get back and results <br /> of the monitoring wells. . This will generate a computer map, <br /> 0Mt. McQuaid questloned how much of this is duplicating what DEE requiresnd how much is going beyond that. <br /> More constituents will be analysed than what DEE requires, he said.A new <br /> and less expensive method of analyzing leo ' s is being looked ed into at the County <br /> Lab. With this cheap test I air calling for a VOC test monthly. <br />
