i
Mr. Harrington began by stating that the tank...the leaching system ended up
being " to 1' tower than planned. Unfortunately, the engineer provided the
frimpter calculations and adjusted the ground water elevations from the bottom of
one of the test hetes. That calculation brought the estimated seasonal high
ground water to S.o ' below the proposed leaching facility. But, because the
leaching was installed to low Mr. Jeff Spencer was requesting a variance t
calculated ground grater. Mr. Harrington didn't feel that he had the jurisdiction to
say "yes" it is okay. The ground water that they looked at is approximately 40"
below this property. But, the engineer did by all best engineering practices did
adjust the ground grater from the bottom ofthe test hole to be conservative and
show that that frimpter calculation brought it up and designed accordingly.
Mr. Ball stated that he had no problem with it.
Mr. Doherty asked Mr. Spencer if he had confirmed the frimpter calculation and
the overall adjustment on the ground water elevation.
Mr. Spencer answered that he was present at both of the tests. He continued by
stating that the BOH should be able to see some proposed grading down in this
area on the lower end where the slope is going down. They originally had some
concern about taking all of the trees gut.
Mr. Doherty stated that that in and unto itself is not an issue.
Mr. Spencer understood his position. However, everywhere on this plan that they
looked and the test log showed no groundwater. It was a mistake and they will
own up to that mistake.
Mr. Doherty stated that mistakes happen.
Ms, warden stated that it was a technical variance because of'title V because he
used a frimpter method.
Mr. Ball made a motion to grant the technical variance for a 10" separation
between the leaching field and the groundwater by the applicant. Mr. Santos
seconded it. Motion passed.
C. world Gvm Food Establishment Permit
IVIS. warden asked the board, clue to a relocation of a facility, to grant a 2002 to
food establishment permit to Mr. dim Moses d/b/a world Gym and any
subsequent licenses required per the health agent inspection.
Mr. Ball made the motion. Mr. Santos seconded the motion. Motion passed.
D. Fee for Saunas
Mr. Harrington asked if the BOH wanted to have a fee for a sauna. Typically if
they put labor forth they have an associated fee for the paperwork and the permit.
For the permit it is associated with the facilities that have whirlpools, swimming
pools, etc. 'there is no so-called state permit for sauna. They are ars addition to
