The first part of the district court includes a show cause hearing in <br /> district court also. There is no actual violation until the court makes a <br /> decision upon that show cerise hearing. If the BOH writes a ticket right off <br /> the bat, then show cause is donne in court and the board Inas no ability to <br /> hear it.
