1
the appropriate septic system will be completed before the end of the
calendar year.
Mr. Harrington confirmed that the original agreement had net changed.
Mr, Santos re-iterated that the original agreement was to have the
systems installed within the year. That meant it would have been
completed by September.
i
' Mr. sa nicki disagreed and noted that the request was made by the board
for them to have completed the installations by December 1"t, 2003,
Mr. Harrington agreed and confirmed that the board had originally met
with Mr. Hajjar in September and gave them three months to investigate.
APPOINTMENT: 3 Ocean Bluff- Michael Grotzke
Mr. Grotzke was present to represent the applicant Teel English. They
also have Sarah A. Turano-Floreswho was their legal counsel, They had
previously discussed this situation with Mr. Harrington. They met last
week. He didn't believe that it wasn't a formal public hearing but a
discussion to see if you have any questions or comments regarding the
re-designed septic system.
Mr. Ball asked if it was for discussion only,.
Mr, Grotzke believed that that was correct. He wanted to make a
comment that what they had done contrary to their previous application,
They had looked through the files and re-assessed the Fest way to
proceed. They had determined that the existing house was a four-
bedroom cottage* It was clearer than usual because it was four separate
units with four separate entries or hotel units. They designed a system
with the maximum feasible upgrade as part of the regulations, They
incorporated the board's request for denitrificartions and a UV system. In
effect, they don't need any variances from the state regulation. They
were careful not to require variances, which list specifically if you do
certain things you do need some things. There are no variance issues
with this application. They are within maximum feasible compliance.
Mr. Santos asked Mr. Harrington if they wanted the UV system because it
was less than 751.
Mr. Darrington confirmed that that was correct. It was less than 751 from
the coastal bank and the Brw.
Mr. Grotzke showed the board members the plans.
