That was up <br /> to him, <br /> Mr, Churchill stated that basically she has a failed system that was going <br /> to require a denitrification. The board's regulations state that they need <br /> to meet this regulation for the variance request. If the board feels as <br /> though they need an alternative treatment because they could not meet <br /> that regulationthen that was the board's wish, They were at the board's <br /> mercy. This was an elderly woman who was basically upgrading her <br /> system. They were not asking for anything but to come up to Title V <br /> compliance. Title V is a 501 setback. He Knew that there have been <br /> studies done that show the traveling that has been done in the sandy <br /> aquifers to wetlands. Obviously you are going to have the viruses and <br /> ether types of bacteria. But, Title V is the state environmental code. They <br /> did studies also to determine that setback. They meet the state <br /> regulation. They just don't meet the local regulations. There was going to <br /> be some type of pathogens and viruses that were going to occur Into this <br /> wretland.
