Mr. Wheeler and advised Mr. Harrington that he had the money to do it
now. There was only one well variance, which they grant for less than
1501 for a straight upgrade along with the sideline variance to the street.
The board members had given Mr. Harrington the authority to approve
those variances. Those variances were on the plan. The plan was in
compliance with all of the BOH regulations. All he did was give it the
emergency certification because the owner was ready, someone was
luring there and the cesspool was 50 to 60 feet from the wetland. In the
best of both worlds he would have signed it even day of the week. If Mr.
Sherman had any questions regarding ars emergency certification corning
from the BOH he would question it. It was not a given for him.
Mr. Santos eked if they had come in front of the board to decide.
Ms. Grady re-iterated that they had given Ir. Harrington the authority to
approve these variances.
(Ms, Grady asked Mr. Harrington something that I could not understand.)
Mr. Harrington responded by stating that the owner proposed a
denitrification last year. There was nothing in the file to support that
allegation. He doesn't have to have a denitrification system or a UV@
Mr. Santos continued by stating that according to Ms, caffyn that the
owner submitted the plans to coneom and then withdrew the plana.
Mr. Harrington stated that these plans never made it to the BOLI. He never
saw them and he didn't know he was doing a denitrification systema It
wouldn't matter now because he was more than 1001 away.
Mr, Santos tried to re-enforce to IIs. effyn that the system In the ground
was not a denitrification and would not allow hire to add any bedrooms.
Nis. caf#yn wanted to know if that didn't require a deed restriction. Mr.
Santos stated that this did not qualify for a Gleed restriction. Then she
asked if the abutters had to be notified. Mr, Santos replied that it was a
sideline variance to the street. If this were new construction the abutters
would have to be notified not on a repair.
Ms. Warden stated that that was the third time she was given this
information, Ills, Warden told her. Mr. Harrington told her and now Mr.
Santos told her, she didn't feel that they should not have to justify her
questions. 1e will answer her questions, which they had already dome.
They would once again answer questions and that should be the end of it.
The board agreed to put in writing the answers posed In her letter.
'I 1
