MTBD was added <br /> to gasoline in the 19 's to improve air emission and created a groundwater <br /> problem. <br /> Mr. Hill stated that it didn't degrade well in the environment so that it <br /> hangs around. <br /> Mr. Farrington asked if they could get back to the CSIO plume lobe there. <br /> There was no active clean up on that at this point. <br /> Mr. Carson pointed out where there was active and nen-active clean up on <br /> the map., It was because the final decision had not been reached, In fact, <br /> they were negotiating right now with the state department of <br /> environmental protection and the EPA about what capacity these <br /> proposals are going to be. They were expecting that sometime earlier <br /> next year that they will core with a proposed plan that says that this is <br /> what AFSCE wants to do with each of those lobes. It could involve just <br /> monitoring or it could some kind of treatment system with extraction <br /> wells and piping and so on for one or all of those lobes. All of those things <br /> have been looked at. But, for right now they haven't reached an <br /> agreement with the regulatory agencies and until they do they could not <br /> discuss what that proposal was going to be until it was ready to go public. <br /> When it did the board will know. It involves construction and treatment. <br /> They would certainly work with the board and the community,, as they <br /> meed too. <br /> Mr. Harrington asked if those decisions were made during clean up team <br /> meetings or what meetingsweem <br /> Mr. Carson replied that there were a lot of discussions at the plume clean <br /> up team meetings, They've spent numerous hours talking about different <br /> alternatives and configurations, should it just be treatment now' In this <br /> particular area they talked about typical extraction wells and stand-alone <br /> re-circulation wells, They also talked about doing some treatment up here <br /> in the Horseshoe Bend/Tri-town Circle area, which has very narrow roads <br /> and not a lot of open lots. so, all of those things are considered by the <br /> program managers besides the T E. But, the final decisions they have to <br /> have consensus from the state and the EPA before they go forward. <br /> Mr, Minor interjected that he felt that after the first of the year they would <br /> be coming out with the proposed plans,, which makes the recommendation <br /> what additional work needs to be done to deal with those leading edge <br /> lobes. There will be a public comment period associated with that and <br /> 1 <br />
