5
to him when he went in front of them was that they would make
requirements for in-coming board members. They would say that maybe
one person would have to be an IID.
AV's. Warden said that that would be lovely. And where would they get
these people? inhere they going to pull therm out of the walls?
IVIr, samry added that they mentioned at that time that if the town chose
to go the appointment route. They could set qualifications such as one
mould have to be a nurse and one an IIID.
Mr. Harrington responded to therm at that point was that the town wasn't
big enough. It was not a city. They had an RN on the board now, They
didn't need this service. He had the resources to call the DPH where they
have ars epidemiologist on call immediately. He didn't have the
requirement to have a doctor on staff. Barnstable was different. They
have the density in Hyannis to be called a city. They have that
requirement, They have an MD on the board.
Ms. Carron asked if there had been any evidence that the board didn't
work properly or appropriately that would warrant a change in procedures
in the first place. They why fisc something that isn't broken?
Mr. Harrington made no bones about the fact that they didn't creed
qualifications right now. At least they had a big enough base in town to
cover that.
Mr. Santos asked Mr. samry if tonight was their official night to propose
the charter. Right?
Mr. sarnry responded that they just had a public hearing. They were
having another meeting on October 2"d 92003.
Mr. Santos asked if it had to go to an elution vote. Dight?
Mr. sarnry replied that it had to go to a town meeting in the spring.
Mr. Santos thought it had to be a valid vote. No With over two thirds of
the people in town voting for it. Town meeting cannot approve it.
Mr. samry stated that what the board should be interested in was the final
language. Before it goes to a vote the final is completed. Them the board
would be voting on the final language. if they had anything that they
granted to change, they should change it now before they finalize a the
language.
20
5
