I
16
well known by the board. He had never been to Dr. Mantel's house to do a
survey. He had been there for all of therm except for one. Mr. Everett had
signed off on therm as a certified technician. He had a card from the
person who left it the one time he missed the appointment. He signed the
card as "John". The report carne back several days later signed by Bill
Everett. They probably have nen-certified people doing the inspections.
The ether issue comes up on the seasonal. The state gave Waste Water
Management the okay to do seasonal. But, they never care to the town to
advise them of the same.
Mr. Harrington stated that they would tell the owners to corme. The board
would deny the request when it was presented to the board. That would
require that they still have to maintain that requirement.
Dr. Mantel stated that there was confusion between the monitoring period
for the first two years and the 0 & M agreement after that. Waste Water
Management is saying that the state and the towns still require the
quarterly inspections after the two-year period, That was for the
maintenance for the life of the system. He and Mr, Harrington had
reviewed this item and the state requires for the state certification of the
FAST system an inspection once every six-months. The state also said to
follow the manufacturers. Dr. Mantel obtained that information and it too
said that it should be inspected twice a year The key thing is that the
residents are really getting aggravated that they getting charge. Some of
these guys are not going to have the now systems for the E-Coli, who was
going to be looking at these results and what was going to be done? The
nitrogen loading four tunes per year, which were eight tests for$100.00
per test. What was the purpose of it if no one was even looking at the data
and there was no standard? There was a lot of resentment and confusion.
Dr. Mantel did not feel that that was misplaced.
Mr. Harrington Mated that he had requested from both the state and the
county on several occasions to obtain a clarification and summary of the
monitoring, Back when the I/A systems were coming outs George
Heufelder from the county, held a meeting over at town hall. Mr. H ufelder
had a modified state flowchart to use for what to.go through in an effort to
figure out what met a general, provisional and/or remedial type of set up
for whether or not it had to go to the DEP. That was in 2001 and nobody
from the DEP or the county has done any type of summary for the
monitoring. In all of the manufacturers approval letters It says, according
to the DEP's monitoring plan. There is no plan.
Dr. Mantel added that the other thing It was missing was the sludge
depth. The state requires that the sludge depth be tested at least once a
year. "There is nothing on the forays. The question was what was the board
