was the type who wanted to conserve water. It was a valuable natural
resource. He went in and took care of that. it was very efficient and well
below even if it was doubled. Mr. Harrington was correct, The DEP has
their own formula and the water did not factor into it. Back to the point,
the additional flow has come from carbo's since that magic date of 1995.
He felt that most of the burden should fall onto them in his opinion, He
also felt that they could share the burden a little bit. They could get then
down to 58 seats and take three seats from Michelle's and three seats
from Michael's, which was noir Giovanni' . That would solve the whole
problem if they got going with the denitrification.
Mr. Santos felt that they had beaten this horse to death since day one.
He was against this extension from day one. But, that was why they had
a three-member board. What was happening now was finger pointing.
They had gone through this meetings ago. This was not a court of law. To
tell you the truth, this board did not need to get dragged into the middle
of this, This board was not going to take direction saying that they
needed to reduce their seats. If they were doing it within the law,,they
basically had no right to say that they were taking 50 seats away from
you, So, they could get somebody else's flow down under 10,000. H
granted to male sure that both parties were clear on this. The last thing
he wanted to see this board and they slid represent both the state and
the town, was to get into the middle of the regal battle. They had no
reason to be in the middle of it. He was gaiting to hear that they had a
solution that would bring them 10,000 and they would break ground in a
month or three weeks from now. That was what he was hoping to bear.
But, evidently they were right back to were they where sic months to a
year ago. He just wanted to make sure; this was his own opinion, that h
was tired of the finger pointing. He hoped they could appreciate where h
was coning from. He did not want to get dragged into the middle of it, as
the representative of the board of health and the town. The two parties
needed to come down and make a decision. His recommendation would
be that they do an inspection within the next couple of weeks and if
there were more seats in there they would be removed. The outdoor
seating was Mr. Hajjar's call. The recommendation as far as towering the
CPD was something he agreed with as to an approach to the situation.
They were conning up to two-years* There was a change of ownership, He
felt that he had said enough. It really upset him and he was sick and tired
of hearing excuses, This had nothing to do with them. He wanted to see
the flow below 10,000 CPD.
Mr. Hajjar felt that Mr. Santos' point is very well taken. The biggest point
for therm was that an illegal flow was created in 1995 long before he was
around* That was what violated a whole condominium provision under
Title 11. If it hadn't been violated back then, they could have gone over
}
1
