A copy of the Cape <br /> Cod Commission DCPC n ruination dated July B, 2005 had been distributed to the BOH members for <br /> their review. <br /> Basically the question the Planning Board was asking was whether or not BOH feels in agreement with <br /> the purpose of the DPD and the reasons that the Planning Burd elected to use this too].to address the <br /> question of the quality of Mashpee's water resources. Beverly l ane stated she wras not asking for the <br /> BOH consideration of anything specific. This would come if and when the Cape Cod Commission <br /> accepts the DCPC nomination for theTown of Mashpee. <br /> The Planning Board is asking for either an agreement Grote or a comment letter from the Board of Health, <br /> supporting the DCPC process as a way to address the problem of the quality of Mashpee's water <br /> resources, Glen Harrington questioned whether the DCPC would deter the BOH from acting in <br /> emergency situations. Beverly Kane stated that the moratorium periods would in no way restrict the BOH <br /> from responding and taking action in emergencies. Beverly Kane explained that the DCPC would work <br /> with the town boards rid commissions to come up with suggestions on how they think the Boards' <br /> regulations,night be improved, or new regulations added, that would address the water quality problem: <br /> The DCPC would be looking at a whole menu of other types of general by-laws. Ms. Kane clarified the <br /> point that once the Cape Cod Commission approves the DCPC process, they do not become another <br /> regulatory level for approval of the Town's by-lams. <br /> After further discussion with Beverly Kane and Lee Gurney, Glenn Santos suggested that the BOH <br /> members review the July Gtr, DCPC draft before its next scheduled meeting on July 28th. At that time the <br /> BOH will prepare a letter for the Planning Board in time for their next meeting date of August 3, 2005, <br /> containing a BOH recommendation for the DCPC. Glen Harrington agreed to put together a DCPC <br /> package for the Board members for their review. <br /> 8 <br />
