Glen Harrington: Why can't you make a formal vote in Executive Session? I've done that before.
I've.never-understood that.
Glenn Santos: You can't have binding votes in Executive Session. A decision life that, it's got to
be in a Public fleeting.
Luer Burton: Why can't we vote to 90 back into Public Meeting'
Veronica harden: You can reconsider and go back into Public Meeting.
Glenn Santos: can I finish what I was trying to say in the beginning, is that if we say there has
been no vote, no change by the Board, our policy is we do not give occupancy permits if you owe
us money. Thais always been our stance, hasn't it, Glen, unless we vote to charge it. And vire
have no vote to change it, so we don't need to have a vote_
Lucy Burton: The theme of the evening has been to be consistent.
Glenn: That was the only point I was tVing to mail e, as far as a are in Executive Session, and
that is, nothing i changed until the 2 .
Lucy Burton: I concur.
Steven Ball: So, what you're saying is that they cannot open.
Glen Harrington: Under"Procedures for Executive Session", under"The Minutes" : uMinute
must include a record of every vote taken and all votes taken must be recorded Boll callVotes".
Glenn Santos: contract negotiations, personnel decisions, those are in Executive Session.
Those Finds of votes, yes, Executive session_ But when it's a vote for a policy or us making a
regulation, it has to be a Public Meeting, any variances, anything that we do in public.
Glenn Santos: All right, lets cut to the chase, it's close to 9 o'clock. I make a motion that we
deny the request for the occupancy Permit for Mobil on the Faun because of the failed payment of
the$40,200 fine. Until that is paid, the Occupancy Permit will not be issued.
Lucy Burton: I second the motion.
Steven Ball: All in favor's
Glenn Santos, Lucy Burton, Steven Ball: aye.
Lucy Burton: We need to roll call on our vote. Lucy Burton, aye. Steven Ball, aye. Glenn
Santos, aye.
Glen Harrington: I'm sorry, but did you consider the fact about the escrow if they paid money into
the escrow right now if they actually sent in the check and paid to be held until the next meeting,
did you discuss that as an option at all?
Steven Balt We can do option, too.
Lucy Burton: Who would hold the escrow?
Glen Harrington: The Town, somebody in the Town. I don't think It matters who, certainly it
would be the Treasurer or someone in that office.
Steven Ball: Well, if they come up with a check tomorrow—
2
