i <br /> TOWN OF MASHPEE <br /> BOARD OF HEALTH — PUBLIC MEETING <br /> Minutes from the Meeting of Thursday, August 25, 2005 <br /> Board Members Present: Also Present: <br /> Steven Bail Glen Harrington, Health Agent <br /> Lucy Burton Veronica Warden, Assistant Health Agent <br /> Board Member Absent; <br /> Glenn Santos <br /> Co-Chairman Steven Ball called the meeting to order at 7:15 PM. <br /> APPOINTMENTS <br /> Cape&Islands Engineering—41 Elizabeth Island Road <br /> John Slavinsky, representing Cape & Islands, introduced himself to the Board. He stated that the <br /> existing house will be torn down and a new one put up in its place. The septic system is in the <br /> rear of the house and has passed inspection. In order to maintain the maximum distances to <br /> maintain 50 ft. from the coastal bank, Cape& Islands is requesting a 5 ft. variance from the <br /> required 10 ft. off the side property line, for location of the soil absorption system. <br /> Tom Ryan, abutter to 41 Elizabeth Island Road, introduced himself to the Board. He questioned <br /> whether there would be any negative impact on his property to approve the requested 5 ft. <br /> variance. Glen Harrington stated that the only possible impact to Mr. Ryan's property would be <br /> that he would have to maintain a 10 foot distance from the side of the leaching field of the septic <br /> system which might affect the use his property to its fullest extent. <br /> Glen Harrington commented that the plan shows only one variance. The plan also needs to <br /> include the other two variances. <br /> Lucy Burton made a motion to approve the variance request by Cape& Islands Engineering as <br /> outlined in their letter dated 8105105 re: Map 123 parcel 122, 41 Elizabeth Island Road, Mashpee, <br /> MA., with the stipulation that the plan include the other two variances as stated by Glen <br /> Harrington. Steven Ball seconded the motion. All approved. <br /> Cape& Islands Engineering—5 Uncantena Road. <br /> Cape& Islands is requesting a distance variance of 3 feet off the street property line from the soil <br /> absorption system, and an 8 ft. variance off the street property line from the reserve. Glen <br /> Harrington commented that the following four items need to be added to the plan: the <br /> strip out, the H2O risers need to be provided for, as well as the ground water and soil evaluater. <br /> Lucy Burton moved that the Board approve the Cape& Islands Engineering variance request as <br /> outlined in their letter to the Board of Health dated 7129105, with the stipulation that the above four <br /> items as outlined by Glen Harrington are provided for in the plan. Steven Ball seconded the <br /> motion. All approved. <br /> BSS Design—17 Bosun's Lane—Beth Kiftila. <br /> Beth Kittila introduced herself to the Board. BSS Design presented a plot plan dated 7119105 for <br /> a 310 CMR 15.405 local upgrade for 17 Bosun's Lane. The project is to pump and fill the <br /> existing cesspools in both the front and back yard and to upgrade the subsurface sewage <br /> disposal system. The proposed system requires two variances from Title V requirements: <br /> 1 —the SAS is less than 10 feet(5 feet) to the southeastern property line <br /> 2—the SAS is less than 20 feet(15 feet)from the concrete cellar wall-bulkhead. <br /> 1 <br />
