w <br /> with Sandwich-based Casella Waste Systems last summer, Carl Cavossa has renegotiated the <br /> required figure to 100 tons to account for the increased business. <br /> Cad Cavossa produced a letter from the Bourne Landfill stating that the system of attributing <br /> loads of trash to specific towns is imperfect. Mr Cavossa also provided evidence that some of <br /> the eight loOds delivered to Bourne over the 8 month period had been coded incorrectly. Mr. <br /> Cavossa stated that six loads of trash from Mashpee were taken to UC TS on a Saturday <br /> morning at 11-20 AM-and were told that the UC TS was closed. Therefore, Cavossa <br /> Disposal had no.choice but to take the loads to Bourne Landfill. <br /> Lucy Burton stated that unfortunately she was not in attendance at the meeting when the'BOH <br /> and Cavos a Disposal Corporation settled on the agreement from January 2010, and was not <br /> able to vote on the agreement. For the record, Lucy stated her feeling that the regulation, as it <br /> was written, was clear that sags your must take everything to UC TS and any violation could <br /> result in revocation of the refuse haulers permit. Lucy felt that the Board should follow through <br /> with the stated consequences if/when aMash pee-perm itted trash hauler is in violation of the <br /> regulation. <br /> i <br /> Burton Kaplan stated that UCRTS record keeping of trash hauling is, at best, imperfect and <br /> feels that thea needs to be tolerance for error. Kalliope Egloff rec m 'Mended that Mr. Cavossa <br /> communicate with the BOH immediately when they get a slip from Bourne indicating loads of <br /> trash from Mashpee have been delivered to Bourne Landfill, and stated that communication is <br /> very important in the avoidance of future "Show Cause" hearings before the 130H. <br /> Glen Harington recommended that the Cavossa Disposal Corp. issue be continued to the next <br /> BOH meeting, to allow the BOH additional time to investigate further the information provided by <br /> Bourne Landfill. <br /> Lucy Burton made a motion that the Board continue discussion of the Cavossa Disposal Corp. <br /> issue at the next BOH r eeting on Apri127, 2011 in order to allover Glen.Harnngton tine for <br /> further investigation of the matter. Burton Kaplan seconded the motion. The motion was <br /> unanimously approved. <br /> John Elliott, Chairman of the UC TB, introduced himself to the Board. Mr. Elliott stated that he <br /> is on-site every Saturday rnorhin , and stated that he has yet to-see any Cavossa Disposal <br /> Corp. truclsw tipping on Saturday morning. <br /> Ills. Ruth Brazier, Chairman of the Falmouth Solid Waste Advisory Committee introduced <br /> herself to the Board. Ills. Brazier stated tha.t she had prepared a spreadsheet for the gears <br /> from 2000 to 2009, showing the commercial waste and theresidential waste from each of four <br /> towns: The amount and the percentage of decline of commercial waste clearly is seem for each <br /> town over the g year period. Falmouth had about the same residential and municipal waste in <br /> 2009 as in 2000, so Ms. Brazier figured the ratiof municipal residential commercial should be <br /> about the same, but it was not, it was very low in 2009: Falmouth Inas lost a significant <br /> percentage of its commercial waste since 2000.
