IFY 2013 Landfill Moroi rinContract. <br /> Burton Kaplan stated that 2 requests for proposals were sent out, and 2 responses were received: <br /> One was from,Green.Seal Environmental and the other from Horsley Witten Group, the current <br /> contractor. <br /> Glen Harrington stated that h was gory satisfied with Horsley hitt n' r rl , and they stared in <br /> touch by phone and-by email. They responded to any questions,'and they were good with DEP. <br /> Calliope Egloff inquired if the communication between Horsley Witten, Catherine Laurent of the DPW, <br /> v, <br /> and Board of Health had been adequate, and Mr. Harrington commented that he found it io-be <br /> satisfactory. <br /> Burton Kaplan read the Green Seal proposal and questioned if the request for proposal had dates of <br /> operation. Glen Harrington started that it was submitted for Fiscal Year 2013. Mr. Kaplan commented <br /> that similar to last year, Green Seal submitted a "work orderrather than a proposal <br /> Burton Kaplan stated that on the second page of the Green Seal proposal on the Phase 2 October <br /> Environmental Monitoring, they rated that in order to reduce costs Green Seal proposes to use <br /> Barnstable County Lab for groundwater and surface water sampling. <br /> Glen Harrington stated that just about everyone uses Barn tarbfe County Lab because it is cost <br /> effective. Mr. Harrington commented that the County samplers do the sampling. Glen Harrington <br /> stated that it is up to the company on who they hire as long as it is a Massachusetts certified <br /> laboratory. Most of the contractors use Barnstable County because other labs are more expensive. <br /> Burton Kap Ian commented that the Green Seal proposal is a boiler plate proposal. Mr. Kaplan started <br /> that on the third page'it is noted that they will invoice every two weeks under Teras and Conditions. <br /> In the last sentence of the second paragraph,of Terms and Conditions, Green Seal reserves-the right <br /> to stop work if they are not paid within 30 days; and in the fourth paragraph of that same Terms and <br /> Conditions it gi'ves thea and Ma tepee no notice to stop work. Burton Kaplan-stated his feeling that <br /> even though Green Seal probably won't stop work, the contract gives thea the-right to do so. <br />
