Also attending were Catherine Laurent from the Mashpee DPW and
Angela Shwom, Secretary, of the Mashpee Wampanoag Museum, and a member of the
Tribal Council Economic Development Commission.
Rosemary made a motion, and it was seconded, that we accept the Minutes of the
December 19, 2011, meeting as amended.
Reports:
The PAL final report was received in December, 2011, and it has been distributed to
Joyce Mason, Town Manager; Tom Fudala, Town Planner; GIS; Catherine Laurent,
DPW, and the Mashpee Historical Commission. The report came with CD-ROMs which
have also been distributed. The Community Preservation Committee (CPC) got a copy
of the CD-ROM disk containing the complete report. Richard Halpern, Chairman, CPC,
challenged the qualification on the front page of the report stating that the report
"Contains Confidential Information - Not for Public Distribution."
Nancy Soderberg contacted the Massachusetts Historical Commission to get their
clarification. Mr. Edward L. Bell, Senior Archaeologist, replied in his letter of April 2,
2012, that the report is "not a public record", in order to protect the sensitive
archaeological site location information. He also requested that we provide a copy of
Appendix A, Archaeological Sensitivity Maps, and Appendix B, User's Guide to those
maps, to the Town Clerk so that the information can be shared with the public as well as
to the other town boards and commissions that have occasion to consider proposed
projects, and to manage town-owned lands to avoid and protect archaeologically
sensitive areas from newly proposed projects that might affect sensitive areas.
The final payment of$5,000 was paid to The Public Archaeology Laboratory, Inc., of
Pawtucket, Rhode Island (PAL) in April, 2012.
