Minutes of the Meeting 11 AS IPEE HOUSING AUTHORITY Board of Conissioners November 10, 1999 The meeting was called to order by the Chairperson at 5.-32p.m. and a quorum declared with the following members present: Marie Younger, Lorri Proton, Gina Orlando, E. Stuart Peeples, and Laverne Williams. Also in attendance was Leila Botsford, Executive Director. SECRETARYS REPORT: Minutes for regular meeting held on October 14, 1999 were presented. Notion was made by Mr. Peoples and seconded by Vis.Williams to accept the minutes as presented. The motion was adopted. 1 REAS RERf S REPORT: cad et to Actual and Narrative:,, The Budget to Actual Report was presented to the Board, which represented the fourth month of the Fiscal Year. Mrs. Botsford stated that all line- items were within budge and that we were still using last year's budget figures because this year's budget had not yet been approved by DHCD. Mrs. Botsford stated that she had placed a call to D CD earlier in the week, and Mr. Gannon had that they should be done with it within a very short period of time. Accounts Payables totaling$17,662.69 were presented to the Board for review, approval and signatures. Mrs. Botsford pointed out that there is a big check to D ICD in the pp � amount of$9,278.45 which represents the return of subsidy for last year. Since the agency was treated as a subsidized agency throughout the year as it had been in previous gears) and we ended the year as a surplus agency for the first time, the subsidy must be returned. Rent elfin Len = Mrs. Botsford reported that there were no rent delinquencies at either development. The one,resident that had a balance last month due to a retroactive rent adjustment has paid his balance in full. A Motion was made by Ms. Pinton and seconded by Ms. Orlando to accept the Secretary's report as presented. The motion was adopted. PROGRAM UPDATE: Ione er villa a 667 : Mrs. Botsford reported that this past month, in addition to Bingo, there was a Halloween Social which was very well attended by Homeyer Residents. Plastic covers have been installed on all storm doors again this year to help keep heat in and drafts out. All exterior windows were washed this past month. Mrs. Botsford reported that she had her regular meeting with residents in which snow plowing arrangement was explained and, at the request of some residents, she also reviewed the rules and regulations regarding guests.
