A quorum was declared with the <br /> following members present: Jill Allen, Richard Halpern, David Harsch, and Kevin Shackett, Also in <br /> attendance: Leila Botsford, Executive Dior/Board Se -eta /.. Gi ele Gauthier— Housing Assistance <br /> Corporation, and Vincent Gault, Maintenance Superintendent. Fran Laporte was excused. <br /> There was no pudic comment. <br /> SECRETARY'S REPORT: <br /> Minutes for the regular meeting held on October 8, 2003 were presented. A motion was made by Ms. <br /> Afleffl and seconded by Mx= Halpern to accept the minutes as presem"t.. . This motlentivas <br /> adopted. <br /> Brea Acres.Expansion Project: Giisele Gauthier: Ms. Gauthier provided the board with an update on the <br /> Breezy Acres project as follows: <br /> 0 a meeting held today which was attended by Ms. Gauthier, Mrs. Botsford, Mr. Halpern, and Joyce <br /> Mason (Town Manager) and Catherine Laurent(Director of the Town" DPW). The meeting was <br /> held to discuss the possibility that this project may be able to tie into the high school IS Septic <br /> Treatment Facility, which would benefit both the town and the project. There are some issues <br /> that need to be resolved and the group will meet again soon to address there. If it is financially <br /> feasible to do this connection —taking into consideration the operations cosh—the town is willing <br /> to work with us on the issues that need to be addressed. Giselle is getting HAC"s engineer to <br /> produce preliminary designs and that should be done in approximately 10 days. <br /> 0 The septic decision has to be made before HAc can submit the comprehensive permit to the <br /> town. <br /> • HAC has had an "informal review process with the town, and the Fire Department wants the units <br /> to have sprinkler systems(even though not required by code)* Giselle is considering requesting <br /> the town to use some of the set aside by the Barnstable County Horne Consortium for <br /> affordable housing in order to accomplish this. <br /> • he deed for the property has been corrected and recorded. <br /> 0 Natural Heritage is 6K with the site plan <br /> • Mass Housing Partnership's funding program originally had vouchers attached to it. That funding <br /> program has been cancelled and replaced with a pr'o rare that won't allow 100%vouchers—only <br /> 2510. The rest of the units would have to be rented to applicants at or below 0% of the Area <br /> Median Income, <br /> Giselle is working with Leila to submit sorne bills to the tovm. CPA committee for reimbursement <br /> • Giselle will be happy to attend future meetings if the board would like her to update them. <br /> The board thanks Ms. Gauthier for the update. <br /> TREASURER'S REPORT: <br /> Bud et to Actual and Narrative:. Mrs. Botsford reported that DHCD has approved the amended FY 2009 <br /> budget, but she is still waiting for the FY 2010 budget to be approved.
