Stewart Roberts, Associates, Inc. ; <br /> Gaffney Architects, Inc. ; and Powers and Company, Inc. Interviews <br /> Taking place at Mashpee Town Hall, 16 Great Neck Road North, <br /> Mashpee, MA. , in Conference Room #2, on Monday, October 18, 1999 . <br /> The Town Administrator, Robert Whritenour, presided. <br /> Mr. Whritenour explained the direction the process would <br /> take to be a selection by the Design Selection Committee, as <br /> appointed by the Board of Selectmen for this purpose. He further <br /> .explained it is the responsibility of the Committee, in <br /> conjunction with the Board of Library Trustees, to make a <br /> recommendation to the Board of Selectmen. The Committee is also <br /> required to submit three (3) names in a rank order to the Board <br /> of Selectmen based upon merit only, there is to be no discussion <br /> of fees. The Committee would then request the Board of Selectmen <br /> to authorize them to begin contract negotiations with the firm <br /> they ranked highest. At this- point the Committee would be able <br /> to meet with said firm to discuss/negotiate study costs. If the <br /> study can be acquired within budget, another recommendation would <br /> be made to the Selectmen, at which point the contract would be <br /> awarded and signed. (There was some discussion regarding Desigri <br /> Selection Guidelines. ) <br /> Mr. Whritenour further explained that the state forbids the <br /> selection of architect firms based upon fees. In the event the <br /> Committee is unhappy with the fee presented by the firm ranked <br /> highest, the Committee would be allowed to dismiss them and <br /> consider the firm ranked secondly, and so forth. The Committee <br /> would not be allowed to ascertain the fee from all three firms in <br /> order to select the firm presenting the lowest fee. <br /> There was some Committee discussion regarding the ranking of <br /> candidates with a general consensus in favor of Powers and <br /> Company, Inc. Ms. Powers was described as being a very creative, <br /> dynamic individual with a background in construction. <br /> It was agreed that J. Stewart Roberts, Associates, Inc. , was <br /> considered to be a very close second place choice. <br /> The Committee decided to schedule a meeting of the Library <br /> Expansion Building Committee on October 25, 1999, at 7 : 00 p.m. , <br /> immediately followed by a meeting of the Library Trustees. <br /> Mr. Whritenour informed the Committee of an inquiry received <br /> from John Renz, Mashpee Commons, who is interested in becoming a <br /> member of the Library Expansion Building Committee.
