Board of Appeals Minutes - October 14, 1992 4 . <br /> Mr . Storrs reviewed items in W. Hauck 's memo . He said they were <br /> providing 23 additional parking spaces on this site and said <br /> they would provide additional handicapped spaces . Mr . Hauck <br /> stated that the new disabilities act required 2 spaces. There <br /> was discussion of the towers and Mr. Storrs said that the towers <br /> would meet zoning and Design Review approval and signing will be <br /> revised to comply. <br /> He then reviewed the memo from T. Fudala. He said the three <br /> elements for the roof were designed to reduce the mass of the <br /> building. He said drainage will be tied into the main Mashpee <br /> Commons system. He said he refused to address the comments on <br /> the design. <br /> Mr. Friel asked if this high visibility lot should not be used <br /> for other purposes if the Board could grant relief in some other <br /> area . Mx . Storrs said the highest and best use of the land is <br /> that land for which he could find a tenant and build a building <br /> for a rate of return. Mr . Friel asked if an area of the rear <br /> parking lot could be used and Mr . Storrs explained this could <br /> not be done since the total parking is part of all tenants <br /> leases . <br /> Mr . Makunas asked to discuss the design. Mr. Storrs said they <br /> planned corrugated metal siding and stated that Mr . Makunas was <br /> giving an opinion on the design without explaining the <br /> philosophy behind the design. He said he could not today build <br /> a building to the same standards as has been used in the past <br /> and that certain tenants can only pay certain rents -- the <br /> higher the lease the more that can be spent on the building. He <br /> said that they were trying to design a building within cost <br /> limitations that is architecturally pleasing. The building is <br /> designed to reflect an agricultural style of the 40 ' s and 501s. <br /> He said the building has a theatrical nature as does Mashpee <br /> Commons and he did not view this as a negative . There was <br /> discussion that there could be screening from the rotary. <br /> Mr. Friel moved to grant the Special Permit subject to the <br /> approval of the Design Review Committe. Mr. Govoni seconded. <br /> All agreed . <br /> Gordon Weeks - Discussion <br /> He discussed plans for a Paint Ball Park on leased land located <br /> at the Rotary behind the Kitchen Magician. He explained that <br /> games are played with CO2 propelled paint ball guns with two <br /> teams trying to catch the flag. He said he was denied <br /> permission to use Town land. <br /> He explained that the age limit was 17 and up and that no <br /> structures were planned . He said he would work from a tent and <br /> might have porto-johns . It would be run on weekends and special <br /> occasions . Mr. Govoni questioned the high liability of the game <br />
