Board of Appeals Minutes - October 14, 1992 5 . <br /> and Mr . Weeks said insurance was available. Mr. Friel mentioned <br /> the high impact on the entrances to the lot. Mr . Hauck <br /> questioned if noise would be a problem but Mr. Weeks said they <br /> would be far back in the woods. He said he could post signs to <br /> keep people out and have a buffer zone. <br /> John Rentz of Fields Point commented that he could not close a <br /> curb cut with a new lease because of his present leases and he <br /> said there was space to park down in back of the lot . Mr . <br /> Storrs said they did not want to increase the degree of impact <br /> at the lot. Mr. Friel explained that Mr . Weeks would have to <br /> apply for a Special Permit. Mr . Makunas stated that the Board <br /> might impose conditions for review. <br /> Stanley J. Wachtenheim - Mr. Friel read a letter from Attorney <br /> Kevin Kirrane requesting a 6-month extension of a Variance <br /> V-91-60 granted to Stanley J. Wachtenheim for property at 78 <br /> Popponesset Island Road. He explained that construction was not <br /> possible due to the condition of the bridge. Mr. Friel moved to <br /> grant the extension. Mr. Makunas seconded. All agreed. <br /> Michael Dunning - Quashnet Valley - Attorney Dunning reviewed <br /> the Quashnet Valley Special Permit which was granted in 1973 and <br /> modified in 1980 . He explained that the modification stated <br /> that the project be phased "at least over a five year period but <br /> not to exceed more than ten years" . It also stated that the <br /> Building Inspector would maintain records of the progress. He <br /> said that two of three areas were developed but no records were <br /> kept on numbers of houses built. <br /> He explained that recently a new section of lots were completed <br /> and the Planning Board reviewed plans and released the <br /> covenants . Earle Marsters had an agreement to buy some of the <br /> lots and he finished the road. At this time Mr . Hauck noted the <br /> time restrictions and asked for clarification from the Board <br /> before issuing building permits . <br /> Mr. Dunning said Mr. Marsters had worked with the Planning Board <br /> on Area B. This area has 132 condos which were built in the <br /> 80 ' s and 31 single family lots were approved. He asked for a <br /> clarification of item 3 . and said it was ambiguous . <br /> Mr. Makunas said the intent of phasing and limiting the number <br /> of units was intended to lessen the impact on the Town. He said <br /> the outside limitation did not make any sense and the important <br /> thing was to get the amenities built at the beginning. He <br /> agreed that the wording was ambiguous . Mr. Govoni agreed. Mr . <br /> Dunning said the Town has never wanted forced growth. <br /> Mr. Marsters explained that the only approved sections are A and <br /> B. He said he is attracting retirement couples . Mr . Friel <br /> questioned if the permit should be modified. Mr . Makunas said <br /> that a minor modification could be done administratively to <br /> eliminate the mandatory ten year limit. Mr. Hauck said that the <br />
