They have a small whaler on the float . <br /> Mr. Makunas said that Mr. Govoni was an experienced shellfisherman <br /> and asked him if the docks prevented shellfishing . Mr. Govoni <br /> said if docks were high enough there was no problem. Mr . Sanicki <br /> said they were providing 5 ' access between high and low water <br /> mark . <br /> Mr. Regan said that he had noted there are usually more shellfish <br /> near docks . Mr. Makunas suggested that the dock may provide a <br /> refuge area and prevent it from being overfished and encourage <br /> propagation. <br /> Mr. York said they wanted the area available for harvesting and <br /> seed growing . He said the larvae drifts as it grows . Mr. Makunas <br /> said he understood shellfishing was always better near docks and <br /> Mr. York responded that he could not comment . <br /> Mr. Friel moved to grant the Special Permit. There was no second . <br /> Mr. Friel withdrew his motion. <br /> Mr. Makunas moved to take the application under advisement . Mr. <br /> Govoni seconded . All agreed . <br /> James B. and Maraaret Reiffarth- Request a Special Permit under <br /> Section 174-25 . 1 . 9 of the Zoning By-laws for permission to <br /> construct a pier, ramp and float in an R-3 zoning district on <br /> property located at 422 Monomoscoy Road ( Map 124, Block 46 ) <br /> Mashpee, MA. <br /> Members sitting : J . Friel , M. Makunas, E. Govoni <br /> Engineer David Sanicki represented the applicant and presented <br /> plans for a fixed pier to replace a dock destroyed in the <br /> hurricane . He explained that the strong current in Great River <br /> prevented use of floats . He presented letters from both abutters <br /> in favor of the project as required in Chapter 91 licensing and <br /> said that Conservation had no objections . <br /> Mr. York said this was not a significant resource area but he <br /> would like to see treated lumber prohibited near the water. <br /> Mr. Friel explained that specification of materials was beyond the <br /> jurisdiction of the board and could he added to the by-law at Town <br /> Meeting . Mr. Makunas asked if Mr. York had any alternate <br /> suggestions and he suggested oak, cedar or concrete pilings . Mr. <br /> Makunas said pressure treated wood prevented rotting and fungus <br /> infestation and was being used in all towns for bulkheads and <br /> piers . <br /> Mr. Makunas moved to grant the Special Permit . Mr. Govoni <br /> seconded. All agreed . <br />
