r <br /> Board of Appeals Minutes - February 26, 1992 5 . <br /> Linda Raub Zammer - Requests a Special Permit under Sections <br /> 174-- 17 , 174-22 through 174-25 of the Zoning By-laws for <br /> permission to expand a non-conforming structure and operat a <br /> full service restaurant in a C-1 zoning district at 620 <br /> Falmouth Road ( Map 74, Block 6 ) Mashpee, MA . ( Owner of <br /> record ; Jorlen Corp . ) <br /> Members sitting : M . Makunas, C . Hawver, J . Friel <br /> Mr . Makunas stated that the Special Permit application cannot <br /> be acted upon until the Variance applications on the property <br /> are heard on March 11 , 1992 . Mark Gildea, attorney for the <br /> applicant, said that Douglas Storrs and his attorney, Michael <br /> Ford, would make the presentation . <br /> Mr . Makunas explained that the project had been before the <br /> Design Review Committee and said the only question was what <br /> would happen around the property on Donna ' s Lane which could <br /> have an impact on the landscaping . Mr . Storrs said they would <br /> be returning to Design Review for signage and had met with <br /> Board of Health and received approval to use the existing <br /> septic system and expand the grease trap and septic tank . Mr . <br /> Friel questioned if any of the existing system was within the <br /> layout of Donna ' s lane and Mr. Storrs said a portion of it was <br /> and Attorney Ford said this may require an easement . Mr. Friel <br /> questioned if the Town could require relocation . <br /> Mr. Storrs said the plans are for a 200 seat restaurant and <br /> continue the use of the present curb cut on Route 26 . He said <br /> he had met with Greg Taylor, Director of Public Works, who <br /> recommended improvements in the traffic flow and correction of <br /> the drainage problems on the parking lot . He said the <br /> improvement of the site would create jobs and tax revenue to <br /> the Town . He said it would be a family restaurant serving <br /> three meals a day. <br /> Mr . Storrs said he functions as a development manager for <br /> Cornish Nominee Trust and the property is leased to the <br /> Zammers who will be doing the improvements . <br /> Mr. Friel questioned Mr . Storrs on his objection to the <br /> McDonald ' s application and he replied that the volume of <br /> traffic generated by a McDonald ' s was a concern to both Fields <br /> Point and the other abutter . He said that Fields Point does <br /> not think the proposed use of this property for Sailor ' s <br /> Restaurant will be detrimental to the existing Special Permit <br /> for the motel . <br />
