TOWN OF MASHPEE <br /> Board of Appeals <br /> Minutes <br /> Wednesday, February 12, 1992 <br /> The Mashpee Board of Appeals held a meeting on Wednesday. <br /> February 12, 1992 at 7 : 30 P. M. at the Mashpee Town Hall . <br /> Board members present and acting throughout were Michael A . <br /> Makunas , Cheryl A . Hawver and Edward M , Govoni . Building <br /> Inspector Douglas S . Boyd was in attendance , Associate <br /> Member John J . Friel arrived at 7 : 35 P, M . <br /> Edward M and Virginia D. Thomas - Request a Special Permit <br /> under Section 174-25 . 1 . 9 of the Zoning By-laws for permission <br /> to construct a pier on Popponesset Creek in an R--3 zoning <br /> district on property located at 46 Spoondrift Way ( Map 111 , <br /> Block 128 ) Mashpee, MA . <br /> Members present : M. Makunas, C . Hawver, J . Friel and E. <br /> Govoni <br /> The Board received a written request from Christopher Costa, <br /> Engineer, asking for a continuance for the hearing until <br /> March 11 , 1992 . Ms . Hawver moved to grant the continuance . <br /> Mr. Govoni seconded . All agreed . Mr. Makunas asked if any <br /> abutters were present and none responded . <br /> Minutes - Ms . Hawver moved to accept the minutes 'of January <br /> 22, 1992 . Mr . Govoni seconded . All agreed . <br /> Mass . Federation of Planning and ApReals Boards - Members <br /> agreed that the agenda was important at the Cape meeting and <br /> Ms . Hawver, M . Makunas and J . Friel agreed to attend . <br /> Coastal Resource Management Committee - Edward Govoni offered <br /> to be the representative to the Committee . Ms . Hawver moved <br /> to appoint him and Mr . Makunas seconded . All agreed . <br /> Office Procedures - There was discussion of the By-law <br /> restriction on Special Permit applications stating they must <br /> be heard within 65 days and not less than 45 days of the <br /> filing date . The Board had received information from Don <br /> Schmidt, Office of Communities and Development, who said he <br /> had never heard of a Town imposing a 45-day limit and he <br /> considered it overly Te,strictive . Mr , Makunas said a letter <br /> should be sent to Town Counsel to have the 45 day restriction <br /> removed . <br />
