BYLAW REVIEW COMMITTEE MEETING <br /> WEDNESDAY,JANUARY 10,2018 <br /> MASHPEE TOWN HALL—OCKWAY MEETING ROOM <br /> Present: Edward Larkin, Deborah Dami, Margaret Santos, and Andrew McManus. <br /> Absent: Paul Robillard. <br /> Ed Larkin, Chairman, called the meeting to order at 4:37 p.m. <br /> Approval of Minutes <br /> Motion: Deborah Dami motioned to approve the minutes of the December 13, 2017 <br /> Bylaw Review Meeting; and Margaret Santos seconded this motion. <br /> VOTE: 4-Yes. Unanimous. <br /> Andrew McManus - yes Edward Larkin—yes <br /> Margaret Santos—yes Deborah Dami - yes <br /> Discussion with Conservation Agent regarding Bylaws impacting Conservation <br /> Andrew McManus, Conservation Agent,provided each Committee member with a 13- <br /> page document containing the Chapter 172—Wetlands Bylaw with those sections <br /> highlighted where the Conservation Commission recommended proposed changes. This <br /> document also included comments explaining the rationale for the recommended <br /> changes. Drew advised that these recommended changes were unanimously approved by <br /> the Conservation Commission at their December 14, 2017 meeting. <br /> The Bylaw Review Committee reviewed and discussed the proposed recommended <br /> changes and the consensus reached was that: <br /> • Deb Dami would double-check §172-9-A.7 and if it is a typo then Town Clerk <br /> will replace the word"of'with the word"or". <br /> • In view of the critical nature of the changes to be made to §172-4-13.3 (regulatory <br /> citation to be changed) and to §172-7-C (permit extension requests), it was <br /> suggested that Conservation directly submit these recommended proposals to the <br /> Selectmen for the February Article submission to be presented at May Town <br /> Meeting. Drew will proceed to do this. <br /> • All the remaining proposed changes to the Chapter 172—Wetlands Bylaw will be <br /> addressed in the final Bylaw Review Committee report to Town Meeting at the <br /> conclusion of the bylaw review process. <br /> Ed Larkin thanked Drew and congratulated him on doing such an excellent job in <br /> presenting the recommendations and comments. <br />
