Board of Appeals Minutes - May 22, 1991 3. <br /> Donna J, Austin (cont.) <br /> 1 <br /> There was discussion that a Special Permit had been issued in 1990 for <br /> the use of the property as a non-alcoholic social club but that no <br /> action had been taken on the Permit. <br /> Elias McQuaid, Health Agent, said that the Board of Health required <br /> the septic system would have to be upgraded to Title V requirements, <br /> the water supply would have to be re-approved by the D.E.P. and the <br /> interior of the building would have to meet Board of Health requirements, <br /> fire code and plumbing code. He suggested applicant should meet with <br /> the Board of Health as soon as possible. <br /> Gail Porciello, Mashpee resident, spoke in the favor of the application <br /> and said she had no financial interest in the application. <br /> Sam Sirki.s, Mashpee resident, said he was in favor of the restaurant <br /> and that a previous restaurant at the site, the Red Top, had been <br /> very popular. He also stated that he had no financial interest. <br /> Douglas Boyd, Building Inspector, asked the Board to consider the <br /> concerns on parking that were raised at a previous hearing on a <br /> Special Permit for the property. <br /> Mr. Kirrane said he would agree to have some type of curbing installed <br /> at the site. Mr. Makunas suggested that the applicant could appear <br /> before Design Review to discuss landscaping and egress. <br /> Mr. McQuaid askedwhat would be done with the two buildings behind <br /> the restaurant and Mr. Kirrane responded that they are only renting <br /> the restaurant building. Mr. McQuaid said there has been some illegal <br /> dumping between this property and the Chop 'n Block and the Board of <br /> Health expected to have this corrected. <br /> Mr. Christian stated that the area in front of the restaurant is now <br /> used as a passing lane on Route 130 and there was discussion that the <br /> applicant can request No Passing signs from the DPW. <br /> Mr. Hanrahan moved to grant the Special Permit subject to the satisfactory <br /> review by the Design Review Committee. Mr. Friel seconded. All agreed. <br /> Patrick Enright (Advisement from March 13, 1991) . <br /> Mr. Friel moved to grant the written request to withdraw the application <br /> without prejudice. Mr. Govoni seconded. All agreed. <br /> Discussion - Charles Talanian, Attorney Donald Siegel and a planner for <br /> Chatal Realty Trust asked for discussion of the Wasil Special Permit: <br /> for the flea market. Mr. Friel explained that the application was <br /> lacking in detail and no plans had been submitted for possible use <br /> of tents or appearance of the grounds. The Board suggested that they <br /> meet with the Design Review Committee with detailed pians of future <br /> proposals. <br />
