Board of Appeals Minutes - April 10, 1991 3. <br /> Mr. Jansson stated that the Town has prepared an article for <br /> the 1991 Town Meeting on the taking of Donna's Lane and an agreement <br /> has been prepared on behalf of the Town and Mr. Talanian. Under <br /> the terms of the agreement Mr. Talanian would deed to the Town, <br /> at no cost, all of the land that he owns that is within the proposed <br /> taking. As a conditions the Town has represented to Mr. Talanian <br /> that he will be granted two curb cuts of his own selection on Donna's <br /> Lane that that he will also have full access from Route 28 and <br /> Great Neck Road to the flea market. <br /> Mr. Jansson reviewed space usage at the flea market. He said <br /> the average space used by vendors is 15' x 15' and the total ground <br /> area is 49,275 sf. The actual area used, including passageways, <br /> is 85,000 sf. He reviewed the parking requirements and determined <br /> that 493 parking spaces are required but 858 are planned. If additional <br /> parking were required it could be accomodated on Mr. Talanian's <br /> adjacent land. <br /> Condition 4 of the 1990 renewal of the Special Permit states <br /> that "All structures, devices, equipment . . . . are to be removed <br /> at the conclusion of each day's operation." Mr. Jansson requested <br /> modification of this condition to allow for the option of erecting <br /> tents, preferably in the first two rows. The tent size would be approximately <br /> 5,000 sf, similar to that used seasonally at the Cotuit church. <br /> Mr. Jansson said some tents might be 20' x 40' and some might be <br /> 40' x 120' . Cost of the tents could be $100,000. <br /> There was discussion if the tents would be abutting and what <br /> total square footage would be covered. Mr. Jansson showed photos <br /> of proposed tents and Mr. Makunas asked if they were similar to <br /> those at the Barnstable County Fair. Mr. Jansson said the tents <br /> would be similar to those used at the Fair but they have not decided <br /> if they would have sides. Mr. Friel asked if they would remain <br /> in place throughout the season and Mr. Jansson replied that they <br /> would but would be stored off site in the winter. Mr. Makunas asked <br /> for specific plans on how the tents would be used. <br /> Mr. Jansson said they have not decided how many tents or whether <br /> they will even use them, but would like the option. It would enable <br /> them to shelter vendors and goods from the weather and would improve <br /> the appearance. He said tents would be an advantage to the Town <br /> since vendors in a tent are regulated by the Transient Vendors laws. <br /> There was discussion of the change in numbers on the conditions <br /> between the 1989 and 1990 permits. Mr. Jansson stated that they <br /> would like the Special Permit renewed for five years instead of <br /> the usual annual renewal. He said they would like to do long-term <br /> planning on the property such as sanitary systems, permanent rest <br /> rooms, landscaping and tents. He stated that they could give vendors <br /> a guarantee on space with a five-year permit. <br />
