Mashpee Environmental Oversight Committee <br /> Minutes of Meeting <br /> August 12, 2010. at 7:00 p.m. <br /> Mashpee Town Hall, Meeting Room 3 <br /> Present: Selectman John Cahalane, Ed Baker,Mary Waygan, Rick York, Ted Theis <br /> Also Present: Beverly Kane <br /> CALL TO ORDER <br /> The meeting was called to order by Chairman Cahalane at 7:05 p.m. <br /> APPROVAL OF MEETING MINUTES July 8, 2010 <br /> Ms. Waygan made a motion to accept the minutes as presented. Mr. Theis seconded the <br /> motion. All voted unanimously. <br /> MASHPEE BLUE BOOK <br /> Ms. Kane reported that there was still no definitive solution for funding the $15,000 needed to <br /> print and distribute the Blue Book but that many avenues continue to be explored. Ms. Kane <br /> thanked Chairman Cahalane for his efforts to seek funding through the Town. Chairman <br /> Cahalane felt that funds should become available by spring or sooner. Chairman Cahalane <br /> reported that Phil Burt of the County Resource Office has submitted a grant application for the <br /> Heritage Fund and questioned whether the Committee would be interested in pursuing smaller <br /> piece meal grants. Committee members expressed interest in pursuing the smaller grants as well. <br /> OLD BUSINESS <br /> Zero Phosphorus Lawn Fertilizer Bylaw Update <br /> Chairman Cahalane discussed the proposed bylaw with Town Counsel and reported that the <br /> attorney will be working on it but that it would likely not be admissible in its present state. <br /> Town Counsel suggested that Mashpee would be unable to dictate what could or could not be on <br /> display in a store without a state or federal mandate since it affects constitutional law. However, <br /> Town Counsel plans to discuss the topic with other towns and will attempt to draft a lawn <br /> fertilizer bylaw for Mashpee. Allen Waxman stated that counties outside of Massachusetts have <br /> set a precedent with similar laws. <br /> Environmental Oversight Mission Statement Res onse from Board of Selectmen <br /> Chairman Cahalane reported that the EOC's mission statement was adopted by the Selectmen <br /> with praise. Membership will include representatives, with alternates, from the Board of <br /> Selectmen, Planning Board and Shellfish Commission, as well as four At Large members, with a <br /> preference for members from the Water District or School Committee. The two open positions <br /> will be advertised this week <br /> Santuit Pond Study Final Report <br /> Mr. York reported that the bloom in Santuit pond is getting thicker with a sechi disk reading of.4 <br /> or .5 meters from the landing to Bryant's Neck. In addition to numerous types of algae, the <br /> composition includes nitrogen fixing blue-green algae making the pond a source of nitrogen, <br />
