Mr. York has contacted <br /> AECOM regarding their opinion about reverse layering but has not yet received a response. <br /> Jennifer Jackman of Beechwood Point Condominiums expressed her interest in showing resident <br /> support for use of the SolarBee circulators and presented the Committee with a petition of 140 <br /> signatures. Ms. Jackman emphasized residents' concerns about wildlife and property values. <br /> Brad Caffyn stated that, as a green town, he has spoken with Jeff Perry and Deval Patrick <br /> regarding funding sources. Mr. Caffyn reported that a petition article may be submitted in <br /> January that promotes use of solar power operated equipment to allow acquisition of state <br /> matching funds. Mr. Caffyn will forward additional information to the Committee to be included <br /> with the report to the Board of Selectmen. A discussion ensued regarding the Green Fund and <br /> the Chairman stated that Mashpee had been advised that it would be in receipt of$1 million but` <br /> actually received $170,000, which covered expenses to meet the requirements. Larry Kaplan of <br /> Beechwood Point Condominiums suggested purchasing the hardware or entering into a lease to <br /> purchase the equipment and questioned selling the hardware in the future. It was clarified that <br /> the hardware would be needed until another solution is identified. Members also discussed funds <br /> available with the Massachusetts Environmental Trust which may have a maximum of$5000. It <br /> was noted that more work is needed to identify sources of funding. <br /> George Schmidt of Santuit Lane Finance Committee questioned the status of the phosphorus <br /> legislation and the Chair responded that Town Counsel is researching the document further and <br /> determining whether or not it can be implemented at the municipal level. Mr. Schmidt intends to <br /> re-submit the document to the state legislature for further consideration. Mr. Schmidt also <br /> questioned efforts being made to address issues of septic system inspections and road runoff. <br /> The Chair responded that those issues will be included in the report to the BOS since they can be <br /> implemented quickly. Catherine Laurent will be invited to attend a future meeting to discuss the <br /> prioritization of road runoff issues throughout Mashpee. <br /> Chairman Cahalane stated that the Environmental Oversight Committee be prepared to forward a <br /> report to the Board of Selectmen by the end of October. <br /> Action Items <br /> Town-Wide Stormwater Management Plan <br /> Ms. Waygan reported that the Planning Board recommended that the general bylaw for town <br /> road takings be brought up to the standards of the Planning Board's Rules and Regulations. <br /> However,the Department of Public Works has agreed only to the proposed paving thickness and <br /> width. The Planning Board has met with the Town Manager, Catherine Laurent, Selectman <br /> Richardson, and the consulting engineer to further discuss public financing of the roads and how <br /> the town would be legally affected by the Rules and Regulations. Town Counsel is researching <br /> the issue. Town staff has determined that it would be too expensive to meet the standards of the <br /> Planning Board's Rules and Regulations for some roads. Ms. Laurent will review the <br /> stormwater section further and will discuss it with the Environmental Oversight Committee. Ms. <br /> Laurent has also agreed to attend Planning Board public hearings regarding road takings. <br /> 4 <br />
