Chairman Peter Thomas <br /> and Mollie leis were unable to attend. Superintendent of Schools Patricia Par l ki arrived at 2:15 p.m. <br /> and Business Office Supervisor Ellen Ferguson arrived at 2:30 p.m.. <br /> Mrs. Cook called the special meeting to order at 2:00 p.m. in Town Hall (Conference Room l and 2). <br /> Today's special meeting was a forum to discuss any questions department heads may have regarding the <br /> newly-voted Town Charter. Town Counsel Patrick Costello and members of the 1lahpee Charter <br /> Commission along with their Attorney Michael Curran answered questions regarding this document. <br /> Some issues raised,which involved the School Department specifically, included the following: <br /> 1. Section 5-8: PUBLIC BUILDING MAINTENANCE. <br /> Ouestion: what maintenance or repair services would be performed on school buildings and <br /> grounds by Department ofPublic Works personnel? <br /> Answer: All outside maintenance would be performed by employees of the DPW. <br /> Ouestion: what does this section f the Charter mean b y ""standards for work to be performed"' <br /> when it says that such standards will be established jointly by the School Department and the <br /> Town Manager? <br /> Answer.- This will be determined between the Superintendent of Schools and the Town Manager. <br /> 2. Section -2: SCHOOL COMMITTEE BUDGET. <br /> Question: This section of the Charter requires the School Committee to publish notice of the <br /> public hearing on its budget at least 21 days before the Committee is scheduled to vote on its final <br /> budget request. I la sash u setts General Laws Chapter 7 1, Section 3 8N, requires the Comm ittee to <br /> publish notice at least 7 days before holding a public hearing on its budget. Does this section of <br /> the Charter conflict with M.G.L. Chapter 7 1, Section 3 N If so, which applies? <br /> Answer: The Ma hp e Charter has precedent overM.G.L. therefore the 21-day public hearing <br /> notice is in effect commencing July 1,2004. <br /> ir <br /> . PROCUREMENT AUTH ITY. <br /> Ouestion.- Will the provision of the Charter designating the Town Manager as chief procurement <br /> office of the town change the way in which the School Department procures good sand services? <br /> If so, how? Does this provision permit the Town Manager to delegate authority to procure goods <br /> and services for the School Department to the Superintendent of Schools. <br />
