Mashpee Historic District Commission <br /> Minutes of Meeting <br /> February 2, 2018 at 6:30 p.m. <br /> Mashpee Town Hall <br /> Historic District Commission Members Present: Earl Mills, Sr., Dennis Balzarini, Jessie Baird, <br /> Brad Pittsley <br /> Also: Maria Silva-Assistant, Planning Department <br /> Absent: Brian Hyde, Mike Robbins, Maureen Paxton <br /> CALL TO ORDER <br /> The Town of Mashpee Historic District Commission meeting was called to order with a quorum by <br /> Chairman Mills at 9:04 a.m. on Friday, February 8, 2018. <br /> APPROVAL OF MINUTES September 9,2017 <br /> MOTION: Mr. Balzarini made a motion to accept the minutes of September 11 as written. Ms. <br /> Baird seconded the motion. All voted unanimously. <br /> DISCUSSION OF PROPOSED PROJECT <br /> Applicant: Cape Cod Coffee, Pam & Jan Aggerbeck <br /> Location: 348 Main Street, Mashpee <br /> Request: Discussion of proposed restaurant,additional coffee roasting/manufacturing & <br /> recreational area <br /> Mr. Aggerbeck was present to seek feedback from the Commission regarding a potential project to <br /> expand Cape Cod Coffee and become a destination for buses, groups and families. Mr. Aggerbeck <br /> purchased the business in 2015, but not the land or buildings. Mr. Aggerbeck had seen the business <br /> grow two and a half times and anticipated an additional growth of 20%-30%this year. Mr. Aggerbeck <br /> reported that he started with just four employees, and now employed 14 employees. Mr. Aggerbeck <br /> was seeking a way to expand his business at the site, noting that a portion of the property was located <br /> within the Historic District, and was ,seeking feedback before considering the purchase of the property. <br /> The site of the proposal totaled 3.65 acres, with two buildings on-site, one measuring 3,500 square feet <br /> and the other 2,000 square feet. In Mr. Aggerbeck's proposed plan, he would maintain one of the <br /> buildings and add another building which would be two times larger. There was discussion regarding <br /> the front portion of the property being located within the Historic District, but it was confirmed that <br /> any portion of a parcel within the District meant that the entire parcel fell under the guidelines of the <br /> Historic District. <br /> Mr. Aggerbeck indicated that the existing building offered no opportunity for expansion. Mr. <br /> Aggerbeck was considering purchasing the property in order to expand by adding an additional roaster, <br /> packing equipment, storage space, cafe and restaurant, Cape & Islands Distilling with a tasting room <br /> and an 18-hole miniature golf course. Mr. Balzarini and Ms. Baird stated that confirmation would be <br /> needed to determine whether the proposal would be allowable and whether finishes would be in <br /> keeping with the historic character of the district. Mr. Balzarini felt that miniature golf would be out of <br /> character for the Historic District, noting that restaurants had been located in the District and a <br /> distillery likely would not add significant traffic. Ms. Baird indicated that the Committee could not <br /> vote on a proposal without specific plans and details regarding the finishes. Ms. Silva provided Mr. <br /> Aggerbeck with a copy of the Historic District Manual. There was discussion regarding the existing <br /> 1 <br />
