IASHPEE FINANCE COMMITTEE MINUTE <br /> JANUARY 30, 1996 <br /> MEETING COMMENCED AT : OPM <br /> Finance Committee members present: Marcia ding, Chairman; Sid <br /> Golub; Dari Goggin; Alec Watt; Tony Gallo; Juan Bacigalupi and Mike <br /> Kinin. <br /> Please note for the record that the taping of this meeting is for <br /> the transcription of the Minutes only, once the Minutes are <br /> approved, the tapes will be reused. <br /> Ms, King asked that Brenda be contacted in the Board of Selectments <br /> Office regarding the Stabilization Article. <br /> Greg Taylor, DPW Director, was present at the meeting to request <br /> authorization to deficit spend the snow and ice account for F" 9 . <br /> Mr, Taylor indicated that he has spent over $105,000 so far, Mr. <br /> Goggin Mot]"Loned to approve the authorization for Mr. Taylor to <br /> deficit spend. Mr. Bacigalupi seconded the Motion and members <br /> approved 7-0. <br /> Mr. Golub who is liaison to the DPW mentioned a memo that he had <br /> received from Mr. Taylor, Mr* Taylor explained that the memo was <br /> written in hopes that they could reduce some of their plowing <br /> routes to sanding only. He explained that he would like to put <br /> cap on the costs of plowing and hopefully reduce them. Mr, Taylor <br /> mentioned that the Town is not responsible for private routes <br /> unless it is traveled by a school bus.. He would 1 ike to sand these <br /> areas and not plow. <br /> Mr. Kumin asked what the snow expenditures have been in the past <br /> Mr. Taylor explained that last winter he only spent $35,000 but <br /> that was an unusual winter. He explained that a reasonable Cape <br /> Cod winter would cost $105,000 in plowing and sanding. Be expected <br /> that this year would go well over that. Mr. Watt asked if there <br /> has been any Federal or emergency monies applied for? Mr. Taylor <br /> stated that yes theywere applied for the second week of January, <br /> but he is not expecting any significant mount of money. <br /> Old Business <br /> Mr, Kumin asked about reimbursement to the 'down for the current <br /> Board of Health problem. Mr. Bacigalupi mentioned that if money is <br /> reimbursed it will go to t he Water District and not to the Town. <br /> Ms. King agreed and said that money would not be available for two <br /> to three years, Mr.. Bacigalupi felt that a betterment should be <br /> paid if they are increasing their property value. Mr, Golub <br /> mentioned that the homeowners had not even been contacted about <br /> their financial involvement, Mr, Goggin felt that the nine <br /> homeowners should hook up and the Town provide a loan. Ms, King <br /> was not in favor of this, because she did not feel the Town should <br />
