Mr. Whritenour stated <br /> that the GIP has to submit their report to the Finance Committee <br /> and that Mr. Golub has the draft. Mr. Goggin wished to review it. <br /> Ms. King reminded Mr. Whritenour that the Finance Committee needed <br /> to give their recommendation by April lst. Mr. Golub stated that <br /> according to the Long Range Plan, the CIP is funded $565,000 and by <br /> reducing it t $440,000 it is $x25,000 lower and it is his feeling <br /> that the money should go into the infrastructure. Mr* Goggin also <br /> agreed that the money should either be placed in Stabilization or <br /> into the Capital Improvement Account to be used on the <br /> infrastructure in later years. Mr, Golub felt very strongly that <br /> the excess money should not be used for operational expenses. Mr, <br /> Baoigalupi agreed that the Capital Improvement Account was like <br /> mini stabilization fund for capital projects. It was Mr. Gol.ubs <br /> concern that the CIP's presentation is a "wish list" rather than a <br /> thought out plan on what is cuing to be affordable. The Executive <br /> Secretary's response was that it is very difficult to put this <br /> money into savings when the Town's Department budgets came in just <br /> over 2 and the school has come in with an increase of 35%, Be <br /> felt until the dilemma of the school is resolved it is difficult to <br /> place it into a savings account-. <br /> Mr. Goggin asked about the additional policemen in the Warrant. <br /> Mr. Whritenour responded that there are no dollar increases that <br /> are not contained in the budgets. M . King stated that she would <br /> contact the Police Chief about their request for information. <br /> Ms. King mentioned her disappointment with the CIP. She felt that <br /> the CIP parcelled out one year and then threw everything to the <br /> outer years. Mr. Goggin agreed that the CIP should be presenting <br /> a realistic five year plan and living within the guidelines. Mr. <br /> Golub mentioned his disappointment that. the CIF did not want t <br /> meet with the Finance Committee, Ms, King asked when the CIP was <br /> voting? She requested a written explanation for FY97 and a <br /> presentation of the outer years. She requested it by next Tuesday <br /> so that the Finance Committee can review and then vote. Kro <br /> Whritenour stated that he would contact Chief Baker and provide the <br /> Finance Committee with the information they request,, Ms. King also <br /> asked that the By-Law be reviewed, <br /> Board of Selectmen's Budget <br /> Joyce Mason was also available at the time to discuss the <br /> Selectmen•s budget.
