Mr. Kumin <br /> suggested that the additional $2, 000 be discussed. Mr. Goggin felt <br /> that one possibility was to boost the local receipts t $'26, 000 . <br /> . Golub believed the Finance Committee should approach Town <br /> Meeting with a zero balance in deficit . <br /> School_ <br /> Mr. Bacigalupi mentioned that Falmouth High has only- requested <br /> $4 . 9, hich is almost a drop for the tuition bill . Ms . King <br /> stated that she would contact Dr. DeMoura. Ms . King asked if any <br /> members would like to revisit the school issue Mr. Golub was <br /> concerned about the high school not opening on time. He felt that <br /> there should be an interim review so that one number is not tied <br /> into# He suggested a reserve fund be utilized and drawn from as <br /> necessary. If the school does not open on time, the school will <br /> still have extra expenses but will avoid certain expenses. Mr. <br /> Golub believed that some money should be put in reserve and give <br /> the school an opportunity to review. Mr. Goggin disagreed. Be <br /> believed that whether the school opens, or trailers are utilized,. <br /> the money will still be necessary. <br /> Bufflehead Bay <br /> The Chairman asked that Mr. Arthur Badge Blackett, Trust for Public <br /> Land and David Ross Palmer,, President of Friends of Mashpee <br /> Wildlife Refuge be invited to attend a meeting on April 30th from <br /> M to 7PM at the Mashpee Middle School . The Committee also asked <br /> that the Board of Selectmen, Executive Secretary, Board of <br /> Assessors, Conservation Commission, the Town Planner and the <br /> newspapers be invited to attend. <br /> Bond Ant is ipat ion Dotes <br /> Mr. Goggin received a copy of the Final official Statement dated <br /> March 19, 1996 and informed the Committee that he would copy for <br /> their review. Mr. Golub mentioned that he has been in contact with <br /> Moodys, and Mashpee appears very healthy. Mr. Golub meat Toed that <br /> he asked questions about taking money from Free Cash to be placd <br /> into Stabilization and the effect on the 'd'own' s bond rating. The <br /> women that he spoke with could not give him an answer, but is <br /> supposed to get back to hien. <br /> Mr. Golub alSO spoke about tax delinquencies and that he and Mr. <br /> umin were going to write a letter to the Treasurer addressing <br /> their concerns. Mr. Golub did not feel the Collection Process is <br /> being done correctly. Mr. Goggin mentioned that he would not like <br /> to have his name included in the let-ter. Mr. Golub mentioned that <br /> this could prove to be a source of some revenue. Mr. Bacigalupi <br /> asked how Mashpee stacks up against other Towns? Mr, Golub agreed <br /> that this was worth looking into and that he would do some research <br />
