MASHP E FINANCE COMMITTEE MINUTES <br /> SEPTEMBER 24, 199-6 <br /> MEETING COMMENCED AT : 0PM <br /> Finance Corrmittee members present: Sid Golub, Chairman;. Juan <br /> Baialrupi; Nancy Goulart; Alec Watt and Dan Goggin. Tony Gallo <br /> and Mike Kumin were unable to attend. The meeting was held at the <br /> Carol Jacobson senior Center.. <br /> Robert rt htit hour, Executive Secretary, and Diane l omm l n y r, Town <br /> Accountant, were also present . <br /> Please no for the record that once the Minutes s are approved, the <br /> audio tape will be reused. <br /> Minutes <br /> Juan Ba i alupi MOTIONED to approve r the Minutes of August 2.7, 1996 <br /> as written.. Mr. Watt seconded the Motion and members approved- 4-0, <br /> Dan Goggin abstaining. <br /> Fuel Abatements <br /> Mr. Writ hour mentioned, that althou h the Finance Corrmittee <br /> thought there may be in excess of $100, 000, it is more probable <br /> that there is only $10, 000 to 20, -0in possible returns . Mr. <br /> hrit hour explained that he would like to set up a reimbursement <br /> account similar~ to the Medicaid Reimbursement Account in the <br /> schools . It would require a sum of $2, 500 to hire an auditor to <br /> set up and credit the account . Mr. Golub, in response to Mr. <br /> Whrit noun, explained that the Finance Committee had arrived at <br /> $100, 000 by noting that the Town has spent approximately $70, 000 <br /> the last few years and that the taxes were 2-0%- . Mr. Golub then <br /> asked if the Legal and Engineering Account has been expended? Mr. <br /> whritnour answered that it was not an appropriate account t . use. <br /> The Town Accountant ' s Expense Account could be utilized, however. <br /> Mr. Golub asked if a transfer should be made or should it core from <br /> the operating budget Mr. Whritenour asked that the Finance <br /> Committee continue to study ways to purchase fuel, net billing or <br /> wholes-ale. Mr. Golub stated that the Finance Committee will <br /> support the Executive Secretary looking into a study. Mr. <br /> hrit hour thought that he had previously asked the Finance <br /> Committee. to do that same thing. Mr. watt mentioned that Greg <br /> Taylor, DPW Director, had said that he would dredge up the five <br /> year old study and that he, Mr. Glatt and Mr, Whritenour could meet <br /> and review it . Mr. Whritenour said that it would be great if the <br /> Finance Committee would come up- with some formal ideas . Mr. Golub <br /> did not feel that the. F'inance committeeshould be recommending <br /> studies like that . If the study. was made, the- Finance Committee <br /> would support one, according to Mr, Golub. Mr. Glatt stated that h <br /> thought the amount was more like $50, 000 . Mr. hritenour- said that <br /> the Police Chief was surprised with the loo, 00-0 figure . M . Watt <br />
