MASHPEE FINANCE COMMITT E MINUTES <br /> OCTOBER 7. 1996 <br /> MEETING COMMENCED AT PM <br /> Finance Committee members present * Sid Golub, Chairman; Juan <br /> Bacigalupo.; Nancy Goulart; Alec Watt; Dan Goggin; Tony Gallo and <br /> Mike Kumin. The meeting was held at the Mas pee Middle School <br /> Gy na s ium. <br /> The Finance. committee was informed by the Town Clerk that a meeting <br /> was also posted for the following evening, In the event the Town <br /> Meeting was extended to a second night . Ms . LaBute stated that she <br /> would cancel the meeting the next morning if the meeting was <br /> concluded tonight . The Finance Committee agreed that they would <br /> not meet again until Tuesday, October 22, 1996F if the Town Meeting <br /> ended in one evening. <br /> Mr. Golub explained that the one real issue would be the amount the <br /> Finan6e Committee ittee would recommend for tax relief'. Mr. Golub <br /> informed the Committee that he had spoken with Representative Tom <br /> ahir. If the $750., 000 is not received from the State, the Town <br /> would have their taxes raised somewhere between 4W and If the <br /> $750, 000 is received taxes should only increase 1%- . Mr, Golub <br /> explained that Mr. Cahir stated that it was not a sure thing and <br /> that it has just passed the House and will probably not find its <br /> way to the Governor before the November election. Mr. Golub asked <br /> if there was any reason why the Town could not recommend waiting <br /> until after the tax rate is set . According to. Representative Cahir <br /> the Town could control it . Chairman Golub suggested waiting until <br /> after the tax rate is set and then applying the $750, 000 to Free <br /> Cash at that time. Mr. Golub recommended applying $1 .5 million to <br /> tax relief, which would increase the taxes by 2 1/2%- only and <br /> utilize the $750, 000 the following year. Mr. Bac igalupi withdrew <br /> his Motion from the. previous. meeting in regard to tax relief . <br /> Nancy Goulart MOTIONED to place $1 .5 million dollars into tax <br /> relief. Mr. Gallo seconded the Motion. Mr. Goggin disagreed. Mr, <br /> Goggin feltthat the Committee should recommend placing $1 . 8 <br /> million, which would include the $300, 000 that the Executive <br /> Secretary had reduced new growth by. Marcia King, Assessor, was <br /> also present and mentioned that Mashpee would probably stay the <br /> sane. in its valuation. Mr. Goggin commented that actual new growth <br /> is $465, 000 and. it should be based upon the amount of taxes to be <br /> wised. Mr. Goggin MOTIONED to increase the Finance Committee <br /> recommendation to $1 .8 million for tax relief . Hearing no second, <br /> the Chairman asked the Committee. to vote on the Motion f'or $1 .5 <br /> million and the Committee voted -1 approving. Mr. Goggin <br /> opposing. <br /> Mr. Bac-igalupi mentioned that they should recommend to. table. all of <br /> these types of articles to the end of the meeting-. The Committee <br /> agreed. Mr. Bac.igalupi would recommend it on the floor, <br /> Mr. Golub again 'informed Mr. Goggin that he would discuss <br />
