6 <br /> TOWN OF MASBPEE EXPENSE LEDGER <br /> BUDGET REPORT DATED 3/13/97: <br /> The Finance Committee reviewed the Budget Report dated 3/13/97. Listed below are items <br /> which the Finance Committee have put a hold on until further discussion or have voted to not <br /> approve. <br /> Finance Committee Reserve Fund: <br /> Mr. Golub noted the change in the Finance Committee Reserve Fund from$100,000 to <br /> $95,000;along with the change in the Finance Expense from$1,000 to$6,000. <br /> Fire Department Contract: <br /> Mr. Golub distributed the Fire Department arbitration findings,which will be in the amount <br /> _ of$150,000. It is a 14.4%increase on a three-year basis. Also,in the arbitration is the <br /> ' change of the Fire Department shifts—24 hours on,24 hours off,24 hours on, 5 days off. <br /> Police Department Contract: <br /> Mr. Golub felt the Finance Committee needed to discuss the Police contract and whether the <br /> Finance Committee will accept this contract which is in the amount of$130,000--an <br /> increase of 17-1/21/o. He noted that this will come up with the Special Town Meeting <br /> ! Articles. In the past,Mr. Golub noted that the Finance Committee took the position that we <br /> would accept a 14.4%increase. <br /> Mr. Goggin stated that the arbitration is saying that they are going to raise their salaries to <br /> make them average on the Cape--that the Arbitrators and the Factfinders are noting that <br /> they are not being paid in line with others on the Cape. There was discussion among the <br /> Finance Committee concerning how the average salary is determined <br /> Mr. Golub noted that the Police Contract is up the end of 1998. Negotiations will start again <br /> for a new contract. He remarked that the Finance Committee should at least take a position <br /> that we understand it is bringing the salaries up to average,certainly do not want to lose good <br /> people,but state that there is opposition to an increase that is out of hand compared to what <br /> everyone else in the town is at. He stated that he feels the Finance Committee should take a <br /> position to not recommend approval of this Article for the Special Town Meeting. <br /> After discussion among the Finance Committee,it was decided to put a Hold on both the <br /> Police Salary/Wage and also the Fire Salary/Wage. <br /> See included attachment entitled"Town of Mashpee,Budget Report Dated 3/13/97"for <br /> description of Funds and which funds have been put on hold,approved,or taken no position <br /> by the Finance Committee. <br /> Finance Committee Liaison for Departments: <br /> Mr. Golub reviewed the Finance Committee liaison for the various departments who have <br /> budget items on hold by the Finance Committee.
