FINANCE COMMITTEE LONG RANGE PLAN: The members of the Finance Committee discussed the Long Range Plan which was sub"tted by Mr. Goggia. Mr. Golub questioned the 1lashpee]debt Outside Proposition -12. He noted the figure under FY2000 for Miscellaneous llaneous Borrowing. Chairman watt commented that the amount of 1,750000 looks like it is in the range of the fire station. Mr. Golub also questioned the amounts luted as zero for Capital for FY98 through FY2001. The Finance Committee discussed the Long Range Pian. Mr. Golub made a suggestion that when Mr. Coggin gets back,there should be one,two,or three meetings to finalize the bong Range Plan. The members agreed that it has to be finalized next week in order to have it completed by the meeting on January 26 with the School Committee and the Selecamen. There was discussion among the Finance Committee members regarding the School budget numbers in the Long Range Plan. PROPOSED AMENDMENT TO MANDATE FOR DISTRIBUTION of WARRANT ANALYSIS: Chairman watt distributed a copy of a draft for a proposed amendment to the Finance Committee's mandate to hand out the warrant Analysis. He asked the members to review it and comment on it. Mr. Golub questioned Chairman watt on what the change is to the mandate. Chairman watt stated that the warrant Analysis would only be seat to registered voters instead of to all households. Mrs. Goulart questioned if this would cost much in trying to figure out who the registered voters were. Chairman watt stated that he had talked to the'Town Clerk who had informed him that they could get the mailing list. Mr. Cleary added that the mailing list could be made up for the Bead of Household in voting households. PERSONNEL ADMINISTRATOR: Mr. Golub informed the Finance Committee that Selectmen Caffyn brought to his attention that.in Executive Session,the Board of Selectmen voted to give to the Personnel Administrator a contract for several years,effective July 1, 1997,which calls for her to have a salary by the beginning of 1999 of$47,000 plus cost of living increases. He stated that she is at$43,500 in 1997, $45,400 in 1998,and S47,,300 in 1999. He stated that Selectmen Caffyn questioned whether the Finance Committee should be involved in this decision. Mr. Golub stated that he informed her that he did not think so. He said he told Selden Caffyn that he would bring it tip to the Finance Committee in case they wanted to get involved with it.
