{ <br /> October Town Meeting,Article 20—General Bylawsffinance Committee: <br /> Mr. Golub questioned Mr. vhritenour on the status of this Article. Mr. Whritenour replied <br /> that the Board of Selectmen have taken the matter under advisement and fe iewed it and they <br /> have asked to have an Article drafted that would remove the prohibition that appointed <br /> officials of the Town serve on the Finance Committee. Subsequently,an Article was <br /> developed that kept the bylaw completely intact; however,revved the phrase that has the <br /> prohibition of appointed officials serving on the Finance Comunittee. <br /> b4r. Golub stated that members of the Finance Committee have concern that this makes it too <br /> broad. IVIS-. Cashman noted that this opens it up and you could have a Finance Committee <br /> made up of Fire Chiefs,Police Chiefs,and/or Town Accountants. <br /> There was discussion concerning town employees serving on the Finance Committee. <br /> October Town 1 c ting.Article �-Treasurer/Tax Collector Sala Account: <br /> Chairwoman Goulart questioned whether Article 44 was pulled. Mr. Whritenour stated that <br /> Article 44 was submitted by Petition and Petition articles cannot be pulled once they are <br /> submitted. He noted that his goal is to indefinitely postpone this Article and he recommends <br /> that the Finance Conunittee should recommend against it. Mr.whritenour informed the <br /> Finance Committee that it is included in another Article. <br /> DISCUSSION BY GREG TAYLo D.P.w. DHMCT R: <br /> October Town Meeting,Article on Road Improvement Plans was Article ilk <br /> MT.Taylor stated that the Article to transfer funds for the Department of Public Works"Road <br /> Improvement plans,which had been Article 18,was pulled and will possibly be lack im.May. <br /> There was discussion on the projects that need to be done. <br /> October Town Meeting,,Article 21 route 130 and Great deck Road North* <br /> Mr.Taylor stated that with this Article,there are two properties:the one next door,which is a <br /> pie-shaped lot and contains an old house on it,and a vacant lot next to that.. Mr.Taylor <br /> stated that them is concern in the future with the intersection at Route 1.30. He noted that the <br /> intersection is challenged more and more it needs less traffic in order to work well. He <br /> commented that currently,the person is ting to sell the pie-shaped lot,which is a very small <br /> lot;and, if a business is put there,along with a business being taut on the lot next door <br /> between the coffee establishment and the Town Hall,you will never improve the intersection. <br /> The property next door(the pie-shaped lot)has been assessed at$ 7, 0. The assessed value <br /> on the vacant property is in the$100,000 range. <br /> Mr. Taylor staged that his position has been that the Town needs to prepare for the future and <br /> provide for a left-hand turn lane when you are coming down Route 130--a dedicated left- <br /> hand turn lane so the through traffic can proud and not have to stop when someone wants to <br /> make a left-hand turn. <br /> lr. Taylor stated that the funds needed for the purchase of this land is approximately <br /> $160,900. He informed the Finance Cottee that he has$4 1,000 available which had been <br /> appropriated for Public works projects in 1990 and is in a D. .W. account;therefore, <br /> $1191F0o is stiff needed.. <br />
