Mashpee Finance Committee <br /> Minutes <br /> Monday,,October 5., 1998 <br /> OCTOBER TOWN MEETING <br /> Present: Chairwoman Nancy Ooulart <br /> Dean Arden, Steve Cashman, Sidney Golub, Alec watt <br /> Absent: Mike Iumin <br /> The Selectmen and Mr. Robert whritenour were in Session at the Mashpee Middle <br /> School. The Finance Committee met with Mr. Whritenour and the Selectmen while <br /> th�were.irsesior in a conference room at the Mashpee Middle School on Monday, <br /> October 5. 1998,at :32 P.M. <br /> OCTOBER ANNUAL TOWN MEETING ARTICLE 20, <br /> LAND BETWEEN N TO N HALL AND MAIN STRtT: <br /> Mr. whritenour distributed a revised copy of Article 20 which he noted only contains a. i.nor <br /> change because of a typographical error. He noted the word"union"was covered in the <br /> original article. <br /> Mr. whritenour stated that the appraisals still need to be completed. <br /> OCTOBER ANNUAL TOWN MEETING, ARTICLE 1 <br /> GOLF COURSE: <br /> Mr. whritenour stated that there is a revised copy.of Article 21 with a small amendment to <br /> include a little more language on the Chapter 132A, Section 11,"Self=-Help Act"and Ch4pter <br /> 933 of the Acts of 1977, the"Urban Self-Help Act." Ilrfr. Whritenour noted that when Bona <br /> Council carne back with the wording,the full spelling out of these grants were not in it and <br /> they would like to see this at the Mate level. He commented that they have been very <br /> successful in the past in receiving these funds. <br /> Mr. whritenour noted in the packet that, in addition to the main motion of the purchase of <br /> the land for the golf course,there is also a"backup motion"for Article 21 that has the <br /> approval of just the sum for the land and no golf course. 1t would be to purchase the land and <br /> do the study later. <br /> 4 <br /> Chairwoman Goulart.questioned where the money would be obtained to purchase the land. <br /> Mr. whritenour stated that at the encs of the Amendment Motion,it is noted that the <br /> appropri.atioxi is coming nt.upon a vote at an election to exempt from the,provisions of <br /> Proposition 2-1/2,the amounts required to pay the principal of and interest on the borrowing <br /> authorized under this vote. lir. whritenour noted that on a ballot question,when you have a <br /> question that is contingent to a Proposition 2-1/2 debt exclusion,it requires a special election <br /> x_45 das,.... lballt qustion would need the majority vote of 2l3. <br />
