BUDGET REVIEW - GREG TA LO I .P.w. DIRECTOR. <br /> Mr._Greg Taylor,Ilahpee D.P.W.Director,was present to discuss his Fiscal Year 2000 <br /> Budget Request. <br /> Mr.Taylor stated that in the Budgct Request for Fiscal Year 2000,the Salary Wage is higher <br /> than F 1 99 because he has requested two full-time skilled laborers in addition to a Town <br /> 'ngineer and Engineer Assistant. Mr. Taylor noted that the D.P.W. has-not-had an increase <br /> in department labor since 1991 and since that time,there has been a significant increase in <br /> the amount of-tasks for the D.P.W.to do. Mr. Taylor noted that the Salary Wage consists of <br /> gree union agreements in addition to a full year's salary for the Town Engineer,whereas last <br /> year,there was only one-half year funded. <br /> Chairwoman Goulart questioned what the salary would be for the full-time skilled laborers. <br /> Mr. Taylor stated that the FY2000 request is in the amount of$45,567 which would cover <br /> both laborers--$22,783.52 for each. <br /> Chairwoman Goulart questioned Mr. Taylor on his-request for the Town Engineer and <br /> Engineer Assistant. I1r1r.Taylor stated that the salary for the full-time Town Engineer would <br /> be$57,200. He noted that the full-time Engineer Assistant would be a co-op student with no <br /> benefits whose salary would b $28,000. The co-op student would be from Northeastern. It <br /> would consist of two students that will cover a calendar year's work and they would alternate. <br /> Mr. Taylor stated that lir. Whritenour has taken the two skilled laborer positions and the <br /> Engineer's Assistant position out of the base budget and put these positions into the Override , <br /> Budget. Mr.Taylor commented that the Override Budget is roughly %school money and <br /> 30%town money. <br /> Mr. Golub questioned Mr. Taylor on hove the GIS Project is impacted by all this. Mr. Taylor <br /> stated that the Town Engineer would be a key person to the GIS System. He stated that they <br /> are trying not to have one person dedicated to the GIS System—they are looking to share the <br /> responsibilities among the different departments that use it. He noted that one of the key <br /> things they are looking for in the Town Engineer is to be able to fel 11 the need of <br /> coordinating the interaction and the work that will be done by the Planning Department and <br /> by the Assessing Department and tying it in with Steve Buss on the computer piece. They <br /> have wired the office that will be used with all the applicable cable for that type of operation. <br /> Mr. Taylor stated that on Page 6 of his Budget Report that he submitted, he has listed the <br /> responsibilities of the Town Engineer. <br /> Mr. Golub questioned lir. Taylor if he interviewed for the position of Town Engineer yet. <br /> Ir. Taylor stated that they have so far set up an Interview Committee which consists of the <br /> Directors of Public Works from two other towns and a Mate Engineer. They will assist in the <br /> interview process. <br /> Mr. Taylor noted that the material budget for D.P.W. is only an increase of 1.6%over the <br /> current year. <br /> Mr. Taylor discussed the Snow&Ice Budget. He stated that there have been nineteen times <br /> that they have been out.. The Snow&Ice Budget hasn't been hit heavy because they have <br /> only had to plow once. He stated that when they go out to plow,it is a cost of$10,000 to <br /> $20,900 versus when they go out sanding, it rrdght be a cost o $3,000 to$4,000 at the most. <br />
