Motion: Mr. Sweet moved to Close and Issue with the conditions as requested by the <br />Agent, seconded Mr. Shaw. Vote unanimous 5-0 <br /> <br />6:21 Thomas Smith (Applicant), 1437 Great Hay Road. Proposed aquaculture project in <br />Great River. Owner of record: United States of America. NOI <br /> <br />Motion: Mr. Shaw moved to continue the hearing at the request of the applicant to April 26, <br />2018 at 6:00 p.m., seconded by Mr. Smith. Vote unanimous 5-0 <br /> <br />6:24 Mashpee Department of Natural Resources, 88 Seconsett Island Road. Proposed <br />replacement of shellfish upweller tank and pump house with installation of two shellfish <br />upweller tanks. Owner of record: Town of Mashpee. RDA <br /> <br />Resource Area: LSCSF, Buffer to BVW, Salt Marsh, Land Under Ocean and Land Containing <br />Shellfish <br /> <br />Rick York, Director of Natural Resources, explained they are requesting to remove one existing <br />shellfish upweller tank and pumphouse and install 2 new 5’ by 23’ above ground upweller tanks <br />that are 40” tall. The tanks will assist the department in growing seed shellfish as part of the <br />comprehensive watershed nitrogen management plan. The goal is to use shellfish as a way to <br />remove nitrogen from the bays and estuaries in Mashpee. There will be tree removal and trimming <br />of trees. He noted the upweller tanks sit on the sand. <br /> <br />The Agent noted the trees to be removed on the photos and the trees to be trimmed. This would <br />provide better access for trucks coming in and out of the area. He showed where the upweller <br />tanks will be going. There is no impact to the resource areas. <br /> <br />Motion: Mr. Sweet moved a Negative Determination, seconded by Mr. Smith. Vote <br />unanimous 5-0 <br /> <br />PRE/POST-HEARING AGENDA: <br /> <br />Assistant Conservation Agent Report (Update) <br /> <br />The Assistant Conservation Agent reviewed the work AmeriCorps has been doing on the <br />conservation lands. They will be scheduling the herring run prep work and general clean up of the <br />rivers. They have finished cleaning the Quashnet culvert and through the bogs of John’s Pond. <br />They finished the Quashnet River Bank stabilization project and added new trail steps and fixed <br />existing trail steps and Santuit Pond Reserve and cleared an overgrown trail in Mashpee <br />Woodlands. <br /> <br />The Assistant Agent said the Mashpee Library Stem Programs have been very successful. One <br />rdth <br />was held at the library and was directed towards 3 and 6 graders. There was onsite training at <br />the Mashpee Herring Run which was well attended and on April 18 there will be a land stewards <br />program at the Library. She said she will be working on larger maps for the kiosks and showed <br />some examples. She said they will be working on the videos for the website and hopefully they will <br />be progressing through the season. <br /> <br />John’s Pond Fish Ladder Project – NRCS Funding Update <br /> <br />The Agent stated he is working on with the National Resource Conservation Service, who will be <br />federally funding a couple of projects in Mashpee. One of them being the possible restoration of <br />John’s Pond Fish ladder or at least taking care of the erosion that is happening at the upper and <br /> <br />
