} <br /> 3 <br /> W Sherman distributed a copy of a letter h wrote to Town Administrator Robert <br /> hritenour which outlines the use of Reserved Receipt Account funds and the Conservation <br /> Lands Maintenance Account to partially offset the costs associated with changing the <br /> Assistant Conservation Agent Position to a full-time position. He stag that he proposes <br /> using$4,000 from the Conservation Reserved R=ipts Fund and$10,'793 from the <br /> Conservation Lands Maintenance/Impmvements Account. He noted that one of the primary <br /> duties of the fill—time Assistant Conservation Agent would be planning and improvement of <br /> Conservation Lands. <br /> W. Sherman noted that the differential between the salary of the part-time Agent versus full- <br /> time Agent is$181,890. He stated that they can come UP with all but about$4,095 through the <br /> use of the other funds he mentioned. <br /> Mr. Sherman noted to the Finance Committee that the Selectmen have recommended the full- <br /> time Assistant Conservation Agent, <br /> W Wart questioned the duties of the Conservation Clerk, Mr. Sherman stated that the <br /> Conservation Clerk handles the bulk of the paperwork—M=out all the permits and lamps <br /> care of the database which keeps track ofthe enformment issues,Which is very time <br /> Mr. Shern n commented on an Article submitted in which he would like the endorsement of <br /> the Finance Committee because it would save money. The Article is Article 48 waft Printed <br /> 3/9199)which concerns amending Chapter 112(Licenses and Permits)to add Article Il <br /> entitled Denial of a permit for failure to respond to Chapter 172 Enforcement Order. He <br /> noted that the Conservation Commission has had many cases where violators ignore <br /> Enforcement Orders issued for Wetland Violations. Their only recourse in these cases is to <br /> use theTown Connsel's O cie to seek n injunction in Superior Court against the <br /> violator/property owner and this could cost thousands of dollars. He stated that this Article <br /> would be a powerful"tool," If enacted,the law would be a sigma cat deterrent because <br /> failure to comply with the law could mean a denial for another pent. <br /> Mr. Watt questioned Mr. Sherman on the quaLffications of the part-time Assistant <br /> Conservation Agent, Mr. Sherman stated that she has a Master's Degree from University of <br /> Massachusetts in Environmental Science. She formerly was a Wettands Staff Person for six <br /> years. She worked for several years with the Trustees Reservations in Kwupment on <br /> Martha's vineyard and Nantucket. She is a certified pert witness in court on situations. <br /> ]BUDGET RIEVIEEW - PERSONNEL: <br /> M&Marilyn Fame was present to discuss the PersonnelDepartment's FisW Year 2000 <br /> Budget <br /> Ms}barren,stated that the Personnel DcParftnM has come in with a level funded budget <br /> except for two areas in the Expense Account—ProfessionallTechnical Account and the <br /> Personnel Tuition Ac cunt. She noted that she went up on both of these amounts;however, <br /> she has been asked by the Town Administrator to loot{at the Professsonalffechnical Account � <br /> and see ff she .an&creaw it a little bit. She commented that she has requested$18,000. <br />
