r <br /> Finance Cornmitte&December 7, 1999 2 <br /> OWN_Q .jA <br /> FISCAL YEAR 2001 BUDGET <br /> ANALYSIS OF AVAILABLE REVENUES: <br /> Chairwoman Goulart distributed a copy of the Analysis of Available Revenues received from <br /> Bob Whritenour,Town Administrator,which lists the sources and uses of funds. She <br /> commented that the Finance Committee mems should review this report. <br /> Chairwoman Goulart stated that Mr.whritenour infomed her that he would have the budget <br /> completed sometime towards the beginning of January. <br /> Chairwoman Goulart.noted that she has the budget request for the Finance Committee,which <br /> she will put through as the same amount as last year. <br /> Chairwoman Goulart also distributed a copy of a letter from Frederick A.Laskey, <br /> Commissioner of the Commonwealth of Massachusetts,Department of Revenue. Attached to <br /> this letter are the estimated amounts to be received by Mashpee during the fiscal year fnding <br /> Jure 3 0,2000,as noted on the green Form C.& I- R---Estimated Receipts,Charges Against <br /> Receiptg,Estfmated Assessments,and Net Receipts. <br /> Chairwoman Goulart stated that Mr. Whritenour commented that one thing the Finance <br /> Committee and Selectmen have to agree on is that they need to keep the school budget level <br /> funded. <br /> Mr.Arden pointed out that the Town of Mashpee received money in Resolution Aid <br /> ($1.00o, for education and it will be hard to keep the school budget level. He said it is a <br /> question of maintaining the operating budget. <br /> Chairwoman Goulart stated that the budgets are all out and the department should be filling <br /> what they need for the budget year. Chairwoman Goulart stated that as soon as the <br /> Finance Committee receives the completed budgets,they need to review the budgets <br /> immediately and,at that time,will need to sd up metgs with mous departments to <br /> review their budgets. <br /> SCHOOL ISSUES: <br /> Mr. Morgan informed the Finance Committee that,as requested by Chairwoman Goulart at <br /> the last meeting,he followed up with the school to find out if the Finance Committee can <br /> have a copy of what they submitted to the State'Department of Education. He added that this <br /> report was to be submitted by September 30". Mr.Morgan said this would basically tell them <br /> where the money was spent last year and the Finance Committee coWd use this when <br /> reviewing this year's budget. <br /> Mr.Morgan said that he went to the school to see the Business Manager to obtain this <br /> document because hehadn't seen nor heard anything from them. Mr.Morgan was informed <br /> that they did not make the submission date of September 30'b. They had asked for and <br /> rm4i,,ved a gra period in which they would file. They expected this to happen in the next <br /> to 3 weeks(which was about 3 weeks ago). Mr.Morgan asked why they were holding it up <br /> and was i nfornned that they are in the process of asking the Mate for an audit on the school. <br /> Mr.Morgan said that he will approach therm again before the January meeting. <br />
