5 <br /> Finance Committee/March 7,2000 <br /> Trash Budget <br /> Mr.McQuaid stated that the Trash budget involves estimating on his part exactly how many <br /> tons of trash will be generated in the Town of llashpee staging next July through next Jun , <br /> on a monthly basis. He noted that he has been fairly accurate,within H%,for the last ten <br /> gears,up until two yew's ago when he underestimated the trash significantly and they were <br /> threatened to be penalized by Semass because they went over their 10%. <br /> In order to avoid that recurring,an addendum was added to their contract with Semass. <br /> Instead of the town being responsible to estivate the total tonnage delivered to Semass,they <br /> broke out of that total tonnage what is called commercial trash. This is trash generated by <br /> businesses and picked up by commercial haulers. Mr, McQuaid noted that he can feasibly <br /> estimate tonnage growth based on new occupancy permits issued in towns;however,he can't <br /> estimate what type of business is coming into town and how much trash they will generate. <br /> Mr.McQuaid distributed a copy of a memo to the Finance Committee regarding solid waste <br /> categories. <br /> Mr.McQuaid stated that there are gree types of trash as far as the budget goes—Mwrdcipai <br /> Trash,Residential Curbside Trash,and Commercial Trash. He reviewed the three types of <br /> trash,their anticipated tonnage for FO 1,and the cost to the town. The cost to the town i <br /> broken down by the transportation cost by Bay Colony Railroad(BCRR)and the Semass <br /> Tipping Fee. <br /> A. Munie,Ipal ' ah <br /> Residential Trash deposited at the Transfer Station <br /> Anticipated Tonnage for FYOI: 4800 tons. <br /> Cost BCRR @ S9.40/ton $451,000 <br /> Cost Senas @$42.75/ton $205,200 <br /> Sub-Total $250,00 <br /> Mr. McQuaid pointed out that the current fiscal year,the tipping fee at Sennas is$24.00 per <br /> tan. They are increasing this tipping fee by$15,which is almost a 50%increase. They are <br /> allowed to do that type of a jump if the,dump is a result of a change in law. It has tb do with <br /> the Clean Air Act, Mr.McQuaid stated that they were told as a result of this,to expect <br /> between a$10 and$15 per ton incrae wi the tipping fee. <br /> B. Residential Curbside Pick-,U Commercial Maulers <br /> Residential trash generated by families living in single-family d wrellmi gs or living in <br /> residential condominiums.
