FinanceCommittee/March 28,2000 2 <br /> Department. Chairman Arden noted that them is a contract for every one of those items and <br /> it totals to$42,603. He noted that$12,097 was removed by the Selectmen,which is a <br /> contract for Independence House. Chairman Arden commented that with the <br /> recommendation in Mr. of 's report o $28,892,there is not enough funds to cover all the <br /> iterris in this account. <br /> Vere was discussion on the individual line items under Account#206—Police Department <br /> pairs/Maintenan . <br /> Chairman Arden'noted that he met with Chief'Prybylek today on the Police budget. <br /> Chairman Arden pointed out that the Chief stated that if he is going to be held to the numbers <br /> proposed by the Finance Committee,he will fight it on the Town floor with his officers and <br /> union members. <br /> Chairman Arden stated that he is recommending and making a motion that the Finance <br /> Committee accept the recommendation of the Selectmen for the Police I partm nt's budget. <br /> Chairman Arden added that Chief Prybylek has relevant back-up information for his budget <br /> requests. <br /> Mr. Morgan stated that be Feels the Finance Committee should be united going into the Town <br /> Meeting. -He noted that he would like to support Chairman Arden. <br /> Mrs. Goulart noted that before the Finance Committee cut a department's budget,they should <br /> review the recommended reductions with the department head. <br /> There was discussion among the members concerning the clothing allowance for the Deputy <br /> Chief. <br /> There was discussion among the members concerning the'Police Department Educational <br /> Incentive,Account#201. <br /> Mr.Morgan stated that he is prepared to support the position of the Board Chairman with the <br /> understanding that they are taking the position for two reasons: <br /> • The Finance Committee does not need that conflict on the Town Meeting Floor. <br /> 0 When there is a brand new board,the Finance Committee should sit down and get <br /> united on how it will approach items—the Board needs to be more proactive in <br /> years to come. <br /> Mr. Morgan noted that he supports the recommendation of the Chairman to accept the <br /> Selectmen's recommendations for the Police Department budget. <br /> Mr.Morgan added that he understands the amount of effort that went into Mr. Arnold's <br /> proposal. <br /> Mr. Sheehan stated that he felt that the Selectmen should receive a copy of the proposal <br /> presented by Mr. Arnold so they can see the various adjustments along with the justification. <br /> Chairman Arden noted that he gave a copy of the report to Mr. whritenour after the meeting <br /> of the Finance Committee last weep. i <br />
