IANHPFF FTNANCE COMMITTEE <br /> E <br /> + MINUTES <br /> TUESDAY, <br /> ��+ <br /> 1 U SIIA , SEPT I I FR 19,2000 <br /> Present: Chainnan Dean Arden <br /> Jeff Arnold,Maryanne Gibbs, Carlton Meredith,Sidney Golub, Steve Cashman <br /> Absent: Janes Morgan <br /> Also Present: Fire Chief Baker <br /> CALL To ORI FR: <br /> The meeting was called to order by Chainnan Dean Arden at 6:32 p.m.,at the Mashpee Town Hall, <br /> Meeting Room 2,on Tuesday, September 19,2000. <br /> UPCOMING MEE'T'INGS: <br /> Dean brought the Committee's attention to several upcoming meetings. The I PAA,meetings are scheduled in <br /> different places in the State,and if anyone is interested he has the information. Also,the Association of Town <br /> Finance Committees will have a.meeting on October 28th, The State Deputy Commissioner for local services <br /> will hold a meeting on New Developments in the Legal world on October 29,h. <br /> DISCUSSION CONCERNING ARTICLE <br /> Chief Baker was present at the meeting to answer questions regarding his request to transfer$109,760 to the <br /> Tire&Rescue Salary[ age account, <br /> Carlton Meredith said the only objection the Board has is the money for projected calls,not positions. A 20% <br /> projected increase in responses is their only concern. Chef Baker handed out his explanation of shortfall and <br /> explained that he was hurt this sununer because of 20%inmase in July,249 calls compared to 200 estimated, <br /> 50 more calls. He does not like to come back and ask again. He is definitely short approximately$70,176. If he <br /> docs not receive$70,176.he has to.change the way he does business. If the Committee thinks he should come <br /> back in May he will understand that but$'70,176 is spent and the additional monies is projection. He lost leave <br /> impact in.duly and August because of fire academy training,vacation and injuries. <br /> Carlton Meredith made motion to agree to fund the amount required to fill the extended leave of one firefighter, <br /> two firefighters on sick leave and 2 on recruit training in July and August and hold 20%projected response <br /> increase and use reserve fund for that. <br /> Sid Golub seconded motion. Discussion followed regarding training in summer and Chief Baker said he could <br /> not turn down training because they would go to end of line and they would be 2 Viyears behind if they did not <br /> L*e training when offered. <br /> Maryanne Gibbs said the Chief has shortfall in budget and planning for the future by going to Town Meeting. , <br /> The Reserve Fund should be used for emergencies and unforeseen situations, He recognizes this and thinks this <br /> is time to coo it thea to come back in April or May with an amount that would deplete the Reserve Fund. <br /> Ms. Gibbs amended the motion to Fund the$70,176 and made motion to fund the entire amount$701,176 and <br /> $395584 for a total amount 1 , ,as requested. <br /> Bean Arden seconded. <br /> Motion to Amend: <br /> Voted -2—Meredith,Arden, Gibbs <br /> Arnold,Golub—opposed. <br /> Cashman—abstain <br />
