"flPEE MANCE COMMITTEE <br /> MINUTES <br /> TUESDAY,FEBRUARY 209 2001 <br /> Present: Chainuan Dean Arden. <br /> Fred Blythe,Maryanne Gibbs,Carlton Meredith,,fames Morgan <br /> Absent: Jeff Arnold, Steve Cashman <br /> Also present: high Potter,Herring Warden <br /> huckic Green <br /> Bob Sherman <br /> Wayne Duchenun,Economic Development <br /> Sherwood Fleury, Superintendent of Schools <br /> CALL TO ORDER: <br /> The meeting was called to order by Chairman Dean Arden at 7:00 p.m.,at the l i shpee Town Iia ,Meeting <br /> Room#17 on Tuesday,February 2 ,2001. <br /> REQUEST R TRA SSERVE FUND TO THE HERRING WARDEN: <br /> request for a transfer o`funds from the Reserve Fund to the Hcrring Warden Account was received the <br /> amount of$3,500 to Mall gates and other access prevention accessorics on the Mashpoe Rivcr and on the <br /> Quashnet River. <br /> Herring Warden,Leigh Fatter was present at the meeting along with Bob Sherman and Chuclde Grecn to <br /> discuss the request. Bob Sherman said he has been working with Leigh and Chuckie for quite some time <br /> on <br /> Herring problems. They have epricncd more and more problems the past few years and last year was the <br /> worst with poaching reaching epidemic proportions. Commercial.people are making a big profit. John Reed, <br /> Police Department,has taken an interest in the problem and he and Leigh Fatter have been talldng to Fishery <br /> and Wildiife people to conte up with a plan. Mr. Sherman said thcy anticipate putting in 3 gates,one at the <br /> Indian Museum,and the other two in the nuddle of wildlife land at the Q ashnet River between Route 151 and <br /> Route 2 . They are the three most important places. In addition,they would be creating their own herring run. <br /> The gates would cost$I500 to 1800 each, Leigh Potter has$2,000 left in his account that would pay for one. <br /> They have volunteer labor ready to help put:them in. It has developed into an emergency situation they cannot <br /> let it go another year.Also,there is a five-foot trench wig water along the road and it could be a liability if a <br /> child fell in there.They are planning to put a grate over it. <br /> Fred Blythe made motion to approve the request for$3,500, <br /> Carlton Meredith seconded. <br /> Jinn Morgan said he had a discussion with WED people and he raised the issue of security and asked about <br /> $70,000 grant. They would not authorize to use the money for security but it could be used for any other work <br /> n the ladders. Bob Sherman informed the Board that they have applied for grant money. <br /> 'doted—unanimous. <br /> Jiro Morgan n noted that they had not received a budget from the Herring warden and added that they can <br /> augrnent the budget with money from the$70,000 get. He would like to exhaust all gmnt monies before they <br /> ask the town for money.Fred Blythe said that Leigh Potter has submitted a budget to the Selden and would <br /> get thein a copy. <br /> DISCUSSION of ECONOMIC DEVELOPMENT BUDGET: <br /> Wayne 1puchemin was present at the meeting as rcquested by the Finance Committee to discuss the Economic <br /> Development budget. <br />
