Janes Morgan reviewed the CIP Bond recommendations. Jeffrey Arnold moved the committee recommend a moratorium on further taking of private roads by the town until master Maintenance plan is formulated. Kathleen Lynch seconded. Vote: 2—3, measure not adopted Jeffrey Arnold moved, Kathleen Lynch seconded, that the committee held action on the bond question until a future meeting. Vote: 5—o unanimous FY04 Departmental Funding Requests Chairman recommended a unanimous consent procedure be adopted for approval of each departmental total funding line as recommended by the Town Administrator. Members may request a hold on any department pending receipt of further information or justification until the next meeting now scheduled for 27 February 2003. There were no objections.
